Краткий осмотр (реферат): Створення ефективної системи внутрішнього контролю на малих підприємствах з певним рівнем доходу та найменшою кількістю зайнятих працівників є необхідним для ведення успішного бізнесу. Метою дослідження є проблемних аспектів системи бухгалтерського обліку як основної складової системи внутрішнього контролю на підприємстві та висвітлення напрямків вирішення цих проблем. Методика дослідження. Методологічною та інформаційною основою роботи є наукові праці, матеріали періодичних видань, ресурси Internet. При проведенні дослідження були використані наукові методи аналізу, синтезу, порівняння та узагальнення. Результати. У статі досліджено результати тестування системи бухгалтерського обліку, як основної складової системи внутрішнього контролю на малих підприємствах Одеської області. За результатами проведеного дослідження сформульовано типові помилки, які проаналізовано з метою недопущення у подальшому в бухгалтерському обліку підприємств. Проаналізовано недоліки, щодо ведення обліку малих підприємств, обґрунтовано нагальну необхідність встановлення ефективного внутрішнього контролю на всіх підприємствах, що досліджувалися. Практична значимість. У статті узагальнено результати дослідження, розроблено тест якості ведення бухгалтерського обліку як основного елементу системи внутрішнього контролю. При побудові тесту враховувалися як практичні аспекти контролю документообігу, так і елементи кадрової політики щодо бухгалтерів. Розроблений тест було апробовано на десяти малих підприємствах харчової промисловості Одеської області. У статті проаналізовано результати дослідження, що свідчить про вкрай незадовільний стан бухгалтерського обліку та неефективну систему внутрішнього контролю. Запропоновано, налагодження облікової системи підприємства, проводити у комплексі з аналізом інших складових системи внутрішнього контролю: організаційної структури підприємства та специфічних контрольних процедур. У статті розкрито практичну важливість внутрішнього контролю та розроблено універсальну схему виявлення недоліків системи обліку на малих підприємствах.; Creating an effective system of internal control in small businesses with a certain level of income and the least number of employees is necessary to run a successful business. Purpose.The purpose of the work is to study the problematic aspects of the accounting system as the main component of the internal control system at the enterprise and highlight areas for solving these problems. Method. The methodological and informational basis of the work is scientific works, materials of periodicals, Internet resources. Scientific methods of analysis, synthesis, comparison and generalization were used in the study. Results. The article examines the results of testing the accounting system as the main component of the internal control system in small enterprises of Odessa region. According to the results of the study, typical errors were formulated, which were analyzed in order to prevent further in the accounting of enterprises. The shortcomings in keeping records of small enterprises are analyzed, the urgent need to establish effective internal control at all enterprises under study is substantiated. Scientific novelty. The article summarizes the results of the study, developed a test of the quality of accounting as a key element of the internal control system. The construction of the test took into account both the practical aspects of document control and elements of personnel policy for accountants. The developed test was tested at ten small enterprises of the food industry of Odessa region. The article analyzes the results of the study, which indicates an extremely unsatisfactory state of accounting and inefficient internal control system. It is proposed to set up the accounting system of the enterprise in combination with the analysis of other components of the internal control system: the organizational structure of the enterprise and specific control procedures. The article reveals the practical importance of internal control and developed a universal scheme for identifying the shortcomings of the accounting system in small businesses.

Методика. При написанні статті використовувався системно-аналітичний метод; метод порівняння - для визначення причин та ступеню впливу динамічних змін і відхилень; метод угруповань - для систематизації фактичних даних; метод табличного відображення аналітичних даних - для відображення аналітичної інформації. Результати. Проаналізовано програми розвитку галузей сільського господарства економічно розвинених країн. Визначено результати аграрної політики економічно розвинених країн в ході реалізації програм щодо державної підтримки сільського господарства. Виявлено змістовне наповнення механізму реалізації аграрної політики в розглянутих країнах, а також виділені ключові напрямки в складі державної підтримки сільськогосподарських виробників. Практична значимість. Практична значимість дослідження полягає у визначенні необхідності вдосконалення системи державної підтримки підприємств вітчизняного агропромислового комплексу з метою забезпечення національних інтересів, продовольчої безпеки, підвищення конкурентоспроможності, а також адаптації державної підтримки сільського господарства до міжнародних вимог і стандартів.; The purpose of the article is to assess the international practice of implementing programs and measures of state support of the agricultural sector of the economy and identify opportunities for its use in Ukraine. Method. the system-analytical method was used; comparison method - to determine the causes and degree of impact of dynamic changes and deviations; grouping method - to systematize factual data; method of tabular display of analytical data - for displaying analytical information. Results. The role of the state in the regulation of agricultural and food markets has been determined. The definition of state financial support for the agricultural sector is given as an economic mechanism for regulating the income of agricultural producers, the structure of agricultural production, the agricultural market, intersectoral and inter-farm relations. The system of state support for the agricultural sector, including measures of direct and indirect regulation, is considered. The programs for the development of agricultural sectors of economically developed countries are analyzed: the USA and the European Union. The results of the agrarian policy of economically developed countries in the course of implementing programs of state support for agriculture have been determined. The substantive content of the mechanism for the implementation of agricultural policy in the countries under consideration is revealed, and the key areas in the structure of state support for agricultural producers are highlighted. Practical importance. The practical significance of the study is to determine the need to improve the system of state support of domestic agro-industrial complex in order to ensure national interests, food security, increase competitiveness, as well as adaptation of state support to agriculture to international requirements and standards .

The purpose of this study is to analyze the current issue, namely the situation in the Italian tourism industry, as a lever for the development of society and economy before and during the COVID-19 pandemic and the leader among European countries in tourism development. Method. This article uses the methods of analysis, synthesis, comparison and systematization to make theoretical generalizations. Use the logical generalization method and the systematic method to draw conclusions. Results. The article found that due to the spread of the coronavirus, the Italian tourism industry is facing what may be the most serious crisis in the history of the world economy. It is said that during the pandemic caused by COVID-19, it was tourism that suffered the most, due to limited measures inviting the state to relocate citizens, quarantine, and ban the air transportation of others. Practical importance. Practical suggestions to solve the crisis and put them into practice will reduce the negative impact of the pandemic on the Italian economy and tourism economy.; Метою даного дослідження є аналіз поточної проблеми, а саме ситуації в італійській туристичній галузі, як важеля розвитку суспільства та економіки до та під час пандемії COVID-19 та лідера серед європейських країн у розвитку туризму. Методика. У статті використано методи теоретичного узагальнення із використанням елементів аналізу, синтезу, порівняння і систематизації. Для формування висновків застосовано метод логічного узагальнення та системного підходу. Результати. У статті з’ясовано, що у зв’язку із поширенням коронавірусу туристична індустрія Італії постала перед кризою, яка може виявитися найгіршою в історії світової економіки. Указано, що під час пандемії, спричиненої COVID-19, саме туризм постраждав найбільше, зокрема через обмежувальні заходи, які запроваджують держави на пересування громадян, карантин, заборону авіаперевезень тощо. Тому, оцінивши сьогоднішній стан туризму, з’ясовано, що іноземні потоки в країну постраждали найбільше, адже Італія значною мірою залежить від Європи, з якої надходить 79% туристів. Загальний обсяг перевезень в країні порівняно з аналогічним періодом 2019 року, впав на 93%, що є одним із найгірших результатів на континенті за даними Євроконтролю. Особливого краху зазнали круїзи, а розміщення та туризм ризикують втратити 30-35% обороту за базовим сценарієм та 60-70% за песимістичним, що ми бачимо на січень місяць 2021 року. Наукова новизна. Наукова новизна дослідження полягає у тому, що у статті виявлено вплив та підсумовано наслідки пандемії COVID-19 для туристичної економіки Італії як провідної туристичної країни Європи, яка триває до цього моменту, і сформовано перелік заходів для якомога швидшого відновлення туристичних потоків до та з країни, для подальшого відновлення національної економіки загалом. Практична значимість. Надано практичні рекомендації щодо поступового виходу з кризи, упровадження яких дасть змогу зменшити рівень негативного впливу наслідків пандемії на економіку туристичної галузі Італії.

Проаналізовано сучасний стан галузі, визначені основні тенденції, які властиві обсягам виробництва продукції, динаміці урожайності, обсягам експорту та імпорту. Обґрунтовано перспективність світового ринку для українських виробників продукції. Доведено, що галузь виноградарства має нереалізований потенціал, що здатен своїм розвитком сприяти місцевому економічному піднесенню територіальних громад. Визначені проблеми, які стримують розвиток галузі та запропоновані першочергові завдання на національному рівні та рівні окремих суб’єктів господарювання. За результатами проведеного дослідження першочерговими стратегічними завданнями перспективного розвитку галузі визнано необхідність залучення капітальних інвестицій для впровадження сучасних інноваційних технологій охолодження, пакування, переробки й створення продукції з високою доданою вартістю, а також поглиблення коопераційних відносин між виробниками винограду.; Introduction. Viticulture remains a strategic branch of the agro-industrial complex of Ukraine, providing the population with valuable food products and processing industry with raw materials. Challenges of the modern globalization world, economic declines, structural changes in the proses of reforming an agricultural sector of the economy force to identify strategic objectives to increase the investment attractiveness of the industry, especially in small and medium-sized businesses. Given the importance of small and medium-sized businesses in the development of the local economy, there is a need to study the prospects of viticulture in the formation of local economic development. Purpose. The purpose of the study is to research of Ukrainian viticulture current state and to develop some proposals for the revival of viticulture and transformation into a promising area of agribusiness development in territorial communities Results. The article highlights the analytical and applied aspects of the functioning of the viticulture industry as a promising area of agribusiness. The current state of the industry has been analyzed, main trends in changes in production volumes, yield dynamics, export and import volumes have been determined. The prospects of the world market for Ukrainian producers have been substantiated. It has been proved that the viticulture industry has an unrealized potential that can contribute to territorial communities’ local economic growth. Problems that hinder the development of the industry have been identified and priorities have been proposed at the national level and at the level of individual business entities. The main of them are: setting up sales channels; choosing the right marketing policy and proper product advertising; search for potential investors and attracting investment in the industry; improving the quality of grapes and wine and promoting their own brands among consumers and others. Conclusions. According to the results of the study, the need for capital investment for the introduction of modern innovative technologies of cooling, packaging, processing and creation of high value-added products, as well as deepening cooperation between grape growers is recognized as a priority strategic task of long-term development of the industry.
