Механізми державного регулювання кластерної політики у туристичному бізнесі України

Abstract

У статті розглядається сутність кластерної форми організації діяльності, трансформація трактувань терміну «кластер», наведено сучасні підходи до класифікації кластерів. Зазначається специфіка туристичних кластерів. Підкреслюється, що ефективність функціонування туристичного бізнесу може бути пов’язана з координацією дії всіх підприємств, що беруть участь у створенні туристичних послуг. Така координація може бути досягнена в рамках туристичного кластеру. Охарактеризовано сутність та види державної кластерної політики, досліджено та узагальнено зарубіжний досвід кластерної політики. Підкреслюється важливість державного регулювання для ефективного розвитку кластерів, визначаються економічні інструменти, що можуть бути використані, для підтримки кластерних ініціатив. Запропоновано алгоритм впливу на розвиток туристичних кластерів на регіональному рівні, визначено перспективи використання кластерної форми організації туристичного бізнесу.

The article considers the essence of the cluster form of organization, the interpretation of the term "cluster", presents modern approaches to the classification of clusters. Specifics of tourist clusters are noted. It is emphasized that the effectiveness of the tourism business can be related to the coordination of activities of all enterprises involved in the creation of tourist services. Such coordination can be achieved within the tourist cluster. The essence and types of state cluster policy are characterized; foreign experience of cluster policy is researched. Investigating the practice of functioning of the tourist business in Ukraine shows that the optimal model of regulation has not yet been found. The intensive development of tourism in Ukraine requires the search for new innovative forms of regulation this sphere, directions of coordination between authorities, territorial communities and economic entities. It is such a modern direction of the development of tourism is the creation of tourist clusters. The question about the state intervention in the process of clustering is still open to discussion. It is important that the state cluster policy should avoid direct intervention and operate mostly indirect instruments. The article emphasizes the importance of state regulation for the efficient development of clusters, identifies economic instruments that can be used to support cluster initiatives. The algorithm of influence on the development of tourist clusters at the regional level is proposed, prospects of using cluster form of organization of tourism business are defined. The directions and forms of state support can be varied. This is a direct financial support for specific projects; and lowering the taxes; and investment in regional infrastructure, education, training and marketing; and providing networking with universities, administrations, and firms. In the context of the globalization of the tourist market clusters can become a consolidating force that directs enterprises to achieve maximum efficiency and obtain significant competitive advantages. The presented analysis of the directions the state cluster policy can be used by the authorities of different levels for clustering various spheres of activity, enhancing regional development and creating the necessary regulatory framework in this direction.
