Домінанти реформування системи фінансового забезпечення соціального захисту населення України

Abstract

Стаття присвячена дослідженню теоретичних засад функціонування системи соціального захисту населення та визначенню місця фінансового забезпечення у системі соціального захисту населення. Визначено проблемні питання та протиріччя у фінансовому забезпеченні системи соціального захисту населення за її підсистемами (соціального забезпечення, соціального страхування, соціальної допомоги). Доведено необхідність проведення реформування системи фінансового забезпечення соціального захисту населення. Запропоновано домінанти реформування системи фінансового забезпечення соціального захисту населення. Доведено, що класифікація соціальних ризиків, які повинна фінансувати держава та ризиків, які компенсуються за принципом самозахисту населенням, а також визначення джерел фінансового забезпечення за підсистемами системи соціального захисту населення повинні виступати головною ідеєю реформування системи фінансового забезпечення соціального захисту населення.

The article is devoted to research theoretical foundations of functioning system of social protection of the population and determining the place of financial support in the system of social protection of the population. The problem issues and contradictions in financial support of the system of social protection of the population by its subsystems (social security, social welfare, social insurance) are determined. The necessity of reforming the system of financial support of social protection of the population is proved. The domains of reforming the system of financial support of social protection of the population are proposed. It has been proved that the classification of social risks, which should finance the state and risks for the purpose of self-defense of the population, as well as determining the sources of financial support for the subsystems of the social protection system should be the main idea of reforming the financial system of social protection of the population.
