Доходи та видатки місцевих бюджетів: Склад і порядок планування

Abstract

У роботі розглядаються теоретичні аспекти доходів та видатків місцевих бюджетів, а також практичні питання їх планування та формування в Україні в умовах фінансової децентралізації. Досліджено планування та формування місцевих бюджетів України, проаналізовано сучасний стан доході, видатків а також трансфертів місцевих бюджетів України в умовах фінансової децентралізації України, досліджено роль частки власних коштів та міжбюджетних трансфертів на формування доходів місцевих бюджетів. Проаналізовано зарубіжний досвід формування та виконання місцевих бюджетів. Визначені проблемні питання місцевих бюджетів України та запропоновано заходи їх вдосконалення через подальше об’єднання територіальних громад та посилення їх відповідальності в сфері використання коштів, вдосконалення системи формування доходів та видатків місцевих бюджетів.

The paper considers the theoretical aspects of local budget revenues and expenditures as well as practical issues of their planning and formation in Ukraine under conditions of financial decentralization. The planning and formation of local budgets of Ukraine is analyzed, the current state of income, expenditures and transfers of local budgets of Ukraine in the conditions of financial decentralization of Ukraine is analyzed, the role of the share of own funds and intergovernmental transfers for the formation of local budget revenues is analyzed. The foreign experience of formation and execution of local budgets is analyzed. The problem issues of local budgets of Ukraine are identified and measures for their improvement are proposed through further association of territorial communities and strengthening their responsibility in the sphere of using funds, improving the system of formation of incomes and expenditures of local budgets.
