Доходи державного бюджету: проблеми мобілізації та шляхи збільшення

Abstract

Кваліфікаційна робота складається з трьох розділів. Об’єктом дослідження є процес формування та виконання доходів Державного бюджету України. У роботі розглядаються теоретичні аспекти формування дохідної частини Державного бюджету України, сутність призначення, класифікацію і функції Державного бюджету, законодавче забезпечення формування доходів Державного бюджету, проблемнi аспекти формування та планування доходів Державного бюджету. Проведено моніторинг діючої практики формування та виконання дохідної частини Державного бюджету України, показано вплив макроекономiчних показникiв на формування дохідної частини Державного бюджету України, проведено моделювання та прогнозування дохідної частини Державного бюджету. Узагальнено зарубіжних країн щодо формування дохідної частини Державного бюджету та можливості його імплементації в українську практику, розроблені напрями вдосконалення дохідної частини Державного бюджету України.

Qualification work consists of three sections. The object of the research is the process of formation and execution of the State Budget revenues. The paper deals with the theoretical aspects of the formation of the revenue part of the State Budget of Ukraine, the essence of the purpose, classification and functions of the State Budget, the legislative support for the formation of the State Budget revenues, the problematic aspects of the formation and planning of the State Budget revenues. The current practice of forming and executing the revenue part of the State Budget of Ukraine is monitored, the impact of macroeconomic indicators on the formation of the revenue part of the State Budget of Ukraine is shown, modeling and forecasting of the revenue part of the State Budget. Foreign countries have been generalized regarding the formation of the revenue part of the State Budget and the possibility of its implementation into Ukrainian practice, the directions of improving the revenue part of the State Budget of Ukraine have been worked out.
