Тенденції розвитку санаторно-курортного господарства Одеської області

Abstract

У статті розглянуто основні аспекти санаторно-курортного господарства Одеського регіону, тенденції розвитку, особливості діяльності спеціалізованих закладів розміщування. Основна концентрація спеціалізованих закладів лікувального напряму розміщена у приморській частині Одеської області. Загальний тренд санаторно-курортного комплексу пов’язаний зі скороченням мережі закладів, що пов’язано з економічними труднощами, залученням необхідних ресурсів для операційної діяльності підприємств, падінням якості надання послуг. Найбільша частка доходів підприємств санаторнокурортного господарства пов’язана з реалізацією путівок. Спостерігається скорочення медичного персоналу, що пов’язане також із закриттям частини закладів санаторно-курортної сфери. Запропоновано активізацію державної та регіональної підтримки цієї сфери, програм із залучення інвесторів, державно-приватного партнерства.

The main aspects of the health and medical economy of the Odessa region, development trends, and features of the activity of specialized accommodation establishments are considered in this article. The main concentration of specialized accommodation establishments is located in the coastal part of Odessa region. During the period 2011–2017, the number of establishments decreased by 40% (spa hotels and holiday centers with treatment), and holiday centers decreased by 85%. The general trend of the health and medical complex is associated with the reduction of the network of institutions, which is associated with economic difficulties, the attraction of the necessary resources for the operational activities of enterprises, the decline in the quality of services. There was a decrease in the number of foreign consumers of health services. Their number decreased by 20 thousand people or 45% (2017 to 2011). Loss of consumers of health and medical sphere leads to a deterioration of their infrastructure, lagging behind in its development of health tourism markets in Europe. The number of Ukrainian citizens decreased by only 5%, but most of them was in holiday centers, the number of which also decreased the most. The largest share of income of spa hotel enterprises is related to the sale of vouchers, which are mainly sent by regional departments of the Ministry of Social Policy of Ukraine. The share of revenues from the provision of services for the sale of rooms for commercial consumers, additional services that may be for outsiders has decreased. There is a reduction in medical staff, which is also associated with the closure of establishes. It is necessary to improve the register of natural resources, estimating of infrastructure, involvement of specialists in product promotion of the health and medical sphere, support and continuous training of medical staff, entry into markets of potential consumers abroad, and development of effective programs of regional development of health and medical sphere of Odessa region, attracting private capital, promoting public-private cooperation in health tourism.
