Виконання місцевих бюджетів України: окремі аспекти

Abstract

Тези присвячені питанням місцевих бюджетів України та впливу фінансової децентралізації на їх ролі у розподільчих процесах країни. Аналіз показників місцевих бюджетів України, свідчить, що реформування бюджетного розподілу в напрямі фінансової децентралізації як має певні досягнення, так і зберігає недоліки в механізмі формування доходної частини місцевих бюджетів, що формує ризики розбалансування місцевих бюджетів та не забезпечення надання належного рівня суспільних послуг на місцевому рівні.

Theses are devoted to the issues of local budgets of Ukraine and the impact of financial decentralization on their role in the country's distribution processes. The analysis of the local budgets of Ukraine shows that reforming the budgetary allocation towards financial decentralization has some achievements as well as defects in the mechanism of formation of the revenue part of the local budgets, which creates risks of unbalance of local budgets and does not ensure the provision of adequate public services at the local level.
