Державна політика у сфері розвитку безвідходного агровиробництва

Abstract

У статті розглянуто необхідність, доцільність та важливість державного регулювання безвідходного агропромислового виробництва. Визначені потенційні фактори негативного впливу на навколишнє природне середовище в аграрному виробництві. Запропоновано розуміння поняття “безвідходне агровиробництво”. Визначені правові та економічні регулятори державної політики у сфері безвідходного агровиробництва. Охарактеризовано нормативно-правове регулювання питань використання відходів, зокрема агровиробництва. Надані пропозиції щодо удосконалення правових регуляторів державної політики у сфері безвідходного агровиробництва. Акцентована увага на необхідності стимулювання бізнес-структур до запровадження безвідходних технологій та безвідходного виробництва в агросекторі. Визначені економічні інструменти державної регуляторної політики у сфері розвитку безвідходного агровиробництва.

The article considers the necessity, expediency and importance of state regulation of non-waste agricultural production. Potential factors of negative impact of agricultural production to the environment have been identified. The main ones are organic plant waste; organic livestock and poultry waste; bio-waste (animal and poultry carcasses); residual amount of fertilizers, chemicals and biologicals for plant protection, veterinary preparations. An understanding of the concept of non-waste agricultural production has been offered as a method of production of agro-products, in which the raw and energy resources in a closed cycle «primary resources – agricultural production – consumption – secondary resources» used in a complex and rational manner for the purpose of processing the generated waste into products of consumption or environmental harmless components. Legal and economic regulators of state policy in the field of non-waste agro-production have been identified. It has been stated that legal regulators set the rules of behavior of market subjects in accordance with the set goal and represent a set of normative-legal acts concerning producers, consumers and market infrastructure. Suggestions for improvement of legal regulators of state policy in the field of non-waste agro-production have been submitted. For example, the improvement of regulatory requirements requires the state to develop instructions for the storage of different categories of wastes of agro-industrial production, their transportation, treatment, processing, disposal. The necessity to stimulate business structures to implement nonwaste technologies and non-waste production in the agricultural sector has been justified. The economic instruments of the state regulatory policy in the sphere of development of waste-free agricultural production have been determined. The main of them are creation of favorable economic conditions for implementation of programs and projects for the implementation of non-waste agricultural production; state financing of innovative activities in the field of non-waste agricultural production; stimulation of investors investing in waste-free agricultural production.
