Інноваційні підходи до управління ресурсами муніципального підприємства

Abstract

У статті розглянуто можливості підвищення ефективності діяльності підприємств муніципального сектору економіки з позиції вдосконалення процесу управління. Основними інноваційними інструментами управління визначено управлінські технології. Зазначено, що в сучасному управлінні все більше розповсюджується «ресурсний менеджмент», який спирається на розумне використання ресурсів. Розглянуто процес прийняття управлінських рішень в умовах використання концепції LEAN як інструменту управлінського впливу на розвиток підприємства. Показано, що бережливе використання технічних, технологічних, кадрових, інформаційних, фінансових ресурсів муніципального підприємства дає змогу забезпечити його сталий розвиток. Обґрунтовано, що вірне використання стратегії LEAN керівниками підприємств та успішна її реалізація, безсумнівно, надають переваги муніципальному підприємству.

Transformation of territorial communities from regular consumers of budget funds into a source of economic growth of the country have been noted as one of the main tasks of the state. Therefore, a need to find opportunities to increase the efficiency of activities and improve the managing process of municipal enterprises have been set. The purpose of the article has been defined as studying the theoretical aspects of municipal enterprise resource management and to develop proposals for the formation of a system of innovative management elements in the municipal sector of the economy. The possibilities of increasing the activity efficiency of municipal sector’ enterprises from the perspective of improving the management process have been considered in the article. The management technologies have been considered as main innovative management tools. It has been indicated that in modern management so-called resource management has becoming more and more widespread and relies on the rational using of resources. The process of decision-making under the conditions of using the LEAN concept as a tool of managerial influence on the enterprise development have been considered. The attention has been drawn that streamlining management technologies, support their harmonious flow and coordination must constantly be in a state of continuous innovation and timely updates. Alternativeness of innovative development and tools of innovative management requires special attention and their choice when executing managerial tasks and substantiation of methods, technologies and organizational processes for their implementation. Innovative management tools and technologies should accumulate a set of knowledge of innovative management, methods of its implementation, quantitative measurements of the results of the flow of managed processes, determine the dynamics and trends of change, their ideas about their development in the future and reflect the content of the predicted actions of managers associated with technical, production, marketing and other types of functional activities in the municipal enterprise management system. It has been shown that careful use of technical, technological, personnel, information, financial resources of municipal enterprises allows for sustainable development. It has been justified that the correct use of the LEAN strategy by the enterprise managers and its successful implementation gives benefits to the municipal enterprise.
