Економічна сутність та класифікація ефективності

Abstract

Метою статті є узагальнення теоретичних положень щодо співвідношення понять «ефективність» та «результативність», визначення економічної сутності ефективності та вдосконалення класифікації ефективності. У статті досліджено основні підходи до співвідношення понять «ефективність» та «результативність». Запропоновано визначати ефективність та результативність на основі ДСТУ ISO 9000:2015. Доведено, що не можна розглядати ефективність суб’єктів господарювання лише з точки зору економіки та оцінювати її виключно за допомогою фінансових показників. Проведено критичний аналіз наявних класифікацій ефективності. На основі узагальнення декількох підходів до класифікації ефективності запропоновано класифікацію ефективності, яка може бути застосована для аналізу економічних процесів та явищ. Кожен з видів ефективності може бути розкритий за допомогою певного набору показників.

The purpose of this article is to summarize theoretical statements on the relation between the concepts of “efficiency” and “effectiveness”, to determine the economic nature of efficiency, as well as to improve the classification of efficiency. To achieve this goal the author uses the following methods: systematization, generalization, scientific abstraction, analysis and synthesis, dialectical method. The article explores the basic scientific approaches to the relation between the concepts of “efficiency” and “effectiveness”. It is shown that one group of scientists equates these concepts and the other one separates them. It is proved that efficiency and effectiveness are determined by ratio indicators, while effect and result are absolute volumes. It is proposed to determine efficiency and effectiveness based on the definitions provided by State Standard of Ukraine ISO 9000:2015. The author substantiates that the efficiency is the degree of correspondence of certain effects to the quantities characterizing the volumes of resources, costs, revenues, etc., and the effectiveness is the degree of compliance of certain results with the set goals and planned tasks. It has been proved that economic performance of business entities cannot be considered and evaluated solely by financial indicators. A critical analysis of the efficiency classifications, proposed in the scientific literature, is conducted. Based on the generalization of several scientific approaches to the classification of efficiency, author proposes own classification of efficiency that can be used to analyze economic processes and phenomena. The attributes of given classification are: the character of effect, the place of the effect receiving, the degree of multiplication, the objective of identification etc. Each type of the efficiency can be disclosed with a specific set of metrics, the calculation of which can be complex and time-consuming. The complexity and multidimensionality of the category “efficiency” are identified, and the need for further study of criteria and indicators, by which the efficiency of specific economic phenomena and processes can be assessed, is substantiated.
