Державний бюджет в умовах демократії на прикладі Украйни та Німеччини

Abstract

У роботі розглядається державний бюджет в умовах демократії. Визначено сутність державного бюджету та його призначення. Розглянуто джерела формування та напрямки використання державного бюджету в умовах демократії. Виявлено підходи до управління процесами формування та використання державного бюджету в умовах демократії. Здійснено моніторинг джерел формування державних бюджетів України та Німеччини. Досліджено особливості використання державних бюджетів України та Німеччини. Проаналізовано процеси управління державними бюджетами України та Німеччинию Виділено шляхи адаптації досвіду формування та використання Державного бюджету Німеччини до вітчизняної практики. Запропоновано: запропоновано реформування процесів управління Державним бюджетом України в контексті євроінтеграції. Здійснено моделювання процесів формування та використання Державним бюджетом України.

The work examines the state budget in the conditions of democracy. The essence of the state budget and its purpose are defined. Sources of formation and directions of use of the state budget in conditions of democracy are considered. Approaches to managing the processes of formation and use of the state budget in democratic conditions have been identified. Monitoring of the sources of formation of the state budgets of Ukraine and Germany was carried out. Peculiarities of the use of the state budgets of Ukraine and Germany have been studied. The processes of managing the state budgets of Ukraine and Germany were analyzed. Ways of adapting the experience of forming and using the State Budget of Germany to domestic practice were identified. Proposed: reform of the State Budget management processes of Ukraine in the context of European integration is proposed. Modeling of the processes of formation and use by the State Budget of Ukraine was carried out.
