Перспективи розвитку економічного транскордонного співробітництва в Українському Придунав’ї

Abstract

Стаття присвячена проблемі низького рівня економічного транскордонного співробітництва в Українському Придунав’ї. Відставання за рівнем економічного розвитку від суміжних території постійно збільшується та наростає, що є одночасно і наслідком і причиною низького рівня привабливості регіону для реалізації проєктів економічної направленості та неефективного використання наявних ресурсів. Повоєнне відновлення економіки України вимагає формування умов для мобілізації та ефективного використання наявних ресурсів в територіально-господарських системах країни, регіонів і громад. Тому активізація потенціалу транскордонного економічного співробітництва Українського Придунав’я виступає перспективним напрямком його економічно-го розвитку та покращення рівня згуртованості. Запропоновано у якості заходів для покращення перспектив транскордонного співробітництва запровадження спеціальних економічних зон, індустріальних парків та активізацію роботи Агенції регіонального розвитку.

The article is devoted to the problem of the low level of economic cross-border cooperation in the Ukrainian Danube region. Lagging behind the level of economic development from neighboring territories is constantly increasing, which is both a consequence and a cause of the low level of attractiveness of the region for the implementation of economic projects and inefficient use of available resources. The post-war recovery of Ukraine's economy requires the formation of conditions for the mobilization and effective use of available resources in the territorial economic systems of the country, regions and communities. Therefore, activation of the potential of cross-border economic co-operation of the Ukrainian Danube region is a promising direction for its economic development and improvement of the level of cohesion. The problem is that, according to all indicators of the level of economic development, there is a lag behind the neighboring territories of the Ukrainian Danube region. This causes the low investment attractiveness of the region compared to other regions. The border areas of the region are unable to participate in infrastructure projects, as such projects require significant funds. In the conditions of a low level of well-being, the residents of the border territories themselves do not express sufficient initiative to activate cross-border cooperation. This means that the lag in economic development will continue to grow. The article shows that it is necessary to take advantage of the positive experience of the development of other territories, and to introduce certain measures to improve the investment attractiveness of the region. The experience of Moldova and Tulcea county of Romania has shown that special economic zones improve investment attractiveness. The establishment of industrial parks also has a positive impact on the prospects of economic development. At the same time, it is necessary to introduce these types of special regimes in reality, and not formally. The introduction of special economic zones, industrial parks and the intensification of the work of the Regional Development Agency are proposed as measures to improve the prospects for cross-border cooperation in the economic sphere.
