Координація монетарної та фіскальної політик у розвитку національної економіки

Abstract

Стаття присвячена дослідженню питань, які стосуються координації монетарної та фіскальної політик та її впливу на економічне зростання в Україні. Метою статті є дослідження дієвості інструментів монетарної та фіскальної політик, визначення рівня впливу монетарних та фіскальних чинників на економічне зростання, а також формування напрямів підвищення ефективності координації монетарної та фіскальної політик. При проведенні наукового дослідження використані методи аналізу, синтезу, узагальнення, розрахунково-аналітичний, графічний методи, коефіцієнтний аналіз та системний підхід. На підставі проведеного дослідження встановлено, що ключовою передумовою досягнення макроекономічної стабільності та економічного зростання в державі виступає координація монетарної та фіскальної політик. У статті доведено, що на сьогодні координація монетарної та фіскальної політик залежить від ступеня збалансованого регулювання грошового ринку, а саме урегулювання та урівноваження процентних ставок та контролю за інфляцією. Практично обґрунтовано, що вплив монетарних та фіскальних інструментів на економічне зростання в Україні відбувається за схемою: середньозважені ставки за інструментами НБУ впивають у більшій мірі у монетарній складовій координації, система управління внутрішнім державним боргом – у фіскалений складовій. Оригінальність наукового дослідження полягає у запропонованій системі координації монетарної і фіскальної політик, яка включає суб’єктів координації, визначення стратегічних цілей координації та необхідного інструментарію для досягнення поставлених цілей. Цінність наукового дослідження полягає у визначенні головних чинників, які впливають на неузгодженість монетарної та фіскальної політик, нівелювання яких дозволить регуляторм досягти мети - забезпечення фінансової стабільності. Перспективи подальших наукових досліджень повинні бути спрямовані на вирішення питання щодо вагомого внеску монетарних органів влади у фінансуванні дефіциту державного бюджету через викуп ними ОВДП. За необхідне є посилення ролі макропруденційної політики у координації монетарної та фіскальної політик, однією із цілей якої є протистояння виникненню системної кризи. Забезпечення макроекономічної та фінансової стабільності. Зазначене неможливо без чітко виробленої стратегії координації, яка б ґрунтувалася на чітко визначених цілях, поставлених завданнях на підставі обраних методів та інструментів їх досягнення. The article is devoted to the study of issues related to the coordination of monetary and fiscal policy and its impact on economic growth in Ukraine. The purpose of the article is to study the effectiveness of monetary and fiscal policy instruments, to determine the level of influence of monetary and fiscal factors on economic growth, as well as to form directions for improving the effectiveness of monetary and fiscal policy coordination. The methods of analysis, synthesis, generalization, calculation-analytical, graphic methods, coefficient analysis and systematic approach were used during the scientific research. On the basis of the conducted research, it was established that the key prerequisite for achieving macroeconomic stability and economic growth in the state is the coordination of monetary and fiscal policies. The article proves that today the coordination of monetary and fiscal policies depends on the degree of balanced regulation of the money market, namely the regulation and balancing of interest rates and inflation control. It is practically substantiated that the influence of monetary and fiscal instruments on economic growth in Ukraine takes place according to the scheme: the weighted average rates of NBU instruments are absorbed to a greater extent in the monetary component of coordination, the system of managing the internal public debt - in the fiscal component. The originality of the scientific research lies in the proposed system of coordination of monetary and fiscal policy, which includes subjects of coordination, definition of strategic goals of coordination and the necessary tools to achieve the set goals. The value of scientific research lies in the identification of the main factors that affect the inconsistency of monetary and fiscal policies, the leveling of which will allow regulators to achieve the goal of ensuring financial stability. Prospects for further scientific research should be aimed at solving the issue of the significant contribution of the monetary authorities in financing the state budget deficit due to their purchase of government bonds needs to be resolved. Strengthening the role of macroprudential policy in the coordination of monetary and fiscal policies, one of the goals of which is to counter the emergence of a systemic crisis; formation of a clearly developed coordination strategy, which would be based on clearly defined goals, set tasks on the basis of selected methods and instruments for their achievement.
