Інтегральне оцінювання ризиків діяльності машинобудівних підприємств

Abstract

У дисертаційній роботі досліджуються теоретичні, методичні та практичні питання оцінювання ризиків діяльності машинобудівних підприємств. Удосконалено понятійний апарат категорії «ризик» та «управління ризиком» підприємства. Розроблена авторська класифікація ризиків, яка налічує в собі 22 критеріальні ознаки. Визначені універсальні методи управління ризиками та принципи їх раціональної організації, розроблено алгоритм процесу управління ризиками. Проаналізовані тенденції функціонування машинобудівних підприємств Одеської області. Встановлено, що оптимальним методом якісної оцінки ризиків виступає карта ризиків. Побудовано карту ризиків для підприємств машинобудування Одеської області. З критичної точки зору розглянуто існуючі підходи до кількісної оцінки ризиків, визначено їх переваги і недоліки. Запропоновано власний методичний підхід до інтегрального оцінювання ризиків діяльності підприємств. Проведено кількісне оцінювання ризиків 6 підприємств Одеського регіону та визначено інтегральний показник їх ризику. Надано рекомендації по управлінню ризиками господарюючих суб’єктів і розраховано економічний ефект від впровадження заходів зниження ризиків.

В диссертационной работе исследуются теоретические, методические и практические вопросы оценивания рисков деятельности машиностроительных предприятий. Усовершенствован понятийный аппарат категорий «риск» и «управление риском» предприятия. Разработана авторская классификация рисков, которая насчитывает в себе 22 критериальных признака. Определены универсальные методы управления рисками и принципы их рациональной организации, разработан алгоритм процесса управления рисками. Проанализированы тенденции функционирования машиностроительных предприятий Одесской области. Установлено, что оптимальным методом качественной оценки рисков выступает карта рисков. Построена карта рисков для предприятий машиностроения Одесской области. С критической точки зрения рассмотрены существующие подходы к количественной оценке рисков, определены их преимущества и недостатки. Предложен собственный методический подход к интегральному оцениванию рисков деятельности предприятий. Проведено количественное оценивание рисков 6 предприятий Одесского региона и определен интегральный показатель их риска. Даны рекомендации по управлению рисками хозяйствующих субъектов и рассчитан экономический эффект от внедрения мероприятий по снижению рисков.

The thesis investigates theoretical, methodological and practical issues of risks’ assessment of machine building enterprises. Conceptual framework of category of «risk» is improved in relation to of the activity of the enterprise. The functions of risk in the activity of economic entities are determined. Authoring classification of risks, which has 22 criteria signs is developed. Particular attention is paid to the classification of risks per area of their origin. Natural climatic risks, socio-demographic risks, operational risks, business risks, financial risks, political risks, geopolitical risks, administrative and regulatory risks are highlighted. The history of risk management at enterprises is viewed as well as international standards of management. Authoring definition of the category of «risk management» is developed. Principles of rational organization of the risk management of business entity are identified. Phased algorithm of risk management is developed, the importance of risks’ assessment as a part of the risks’ control system is indicated. The tendencies of functioning of machine building enterprises of Odessa region are analyzed. Negative dynamics of functioning of separate machine-building enterprises of the Odessa region, as well as the entire machinery industry as a whole are revealed. The necessity of risks’ assessment of enterprises is proved. The existing methods of qualitative evaluation of risks are viewed, it is established that the best method of qualitative risk evaluation is the map of risks. Map of risks for the machine-building enterprises of the region is built in tabular and graphical forms. The most comprehensive list of simple risks that can cause negative situations at the enterprise is detected. In order to identify the human factor of operational risk the flow chart is proposed. Existing approaches to quantitative risks’ assessment such as statistical method, normative method, method of analysis of expediency of costs, method of expert evaluations, analytical method and method of usage of analogues are critically viewed. The advantages and disadvantages of those methods of quantitative risks’ assessment are identified. The characteristics and qualities that universal method of quantitative risks’ assessment should possess are determined. In relation to the identified characteristics and criteria, analysis of methods of assessment of risks is conducted. It is proved that one should use methods of quantitative risks’ assessment not separately but combined. The author's approach to the integrated risk assessment of entrepreneurial activity is proposed. The suggested method is based on the usage of methods that have received the highest scores in the criteria analysis (statistical method, the scenario approach, method of expert evaluations, normative method). A quantitative risks’ assessment of 6 machine building enterprises of Odessa region is conducted. The overall risks’ assessment of firms is performed on the basis of statistical indicators. The estimation of external risks of machine building enterprises is done by the constructing of the fault tree and conduction of expert evaluations. Internal risks of these enterprises are estimated by usage of normative method. Integral indicators of levels of risks of analyzed machine building enterprises are calculated. Refined scale of risk assessment is developed. Taxonomy analysis of security risk of economic entities is held and the ranking of enterprises on the basis of results of taxonomy analyses is conducted. The ways to mitigate the impact of risk on the enterprises are detected, recommendations to reduce the overall level of risk are provided. Methods of minimization of specific operation and financial risks are suggested. The economic impact of implementation of the proposed activities and the resulting reduction of integral indicator of risks are calculated.
