Сценарное планирование структурных изменений в масложировой отрасли Украины как основа её развития

Abstract

В статье рассмотрены вопросы сценарного планирования развития масложировой отрасли в Украине и возможные последующие направления её функционирования на международном рынке. Определены особенности применения сценарного подхода для формирования устойчивой и долговременной стратегии развития. Проведен анализ традиционного и сценарного планирования с целью установления целесообразности и своевременности использования последнего. Доказана перспективность сценарного планирования для решения существующих проблем в экономике Украины. Предложен механизм реализации сценарного подхода и пути его использования в масложировой отрасли в направлении поиска долгосрочных путей развития и стабилизации. The paper deals with the development of scenario planning oilseed industry in Ukraine. The possible directions of operation of the industry in the international market. The features of the application scenario approach to creating a sustainable and long-term development strategy. The analysis of traditional and scenario planning to determine the appropriateness and timeliness of the use of the latter. Proved promising scenario planning to address the existing problems in the economy of Ukraine. We propose a mechanism for the implementation of the scenario approach and the way of its use in oil and fat industry towards a long-term ways of development and stabilization. The aim is to determine a theoretical application of the provisions of scenario planning and identify the characteristics of its use in the operation of oil and fat industry of Ukraine. The main objectives of the study were: to identify the nature and formulation advantages of scenario planning, carrying out a comparative analysis of traditional and scenario planning; species composition scenarios and especially their use in the oil and fat industry. During the study used the method of system analysis and expert judgment. The relevance of this study is explained by the need to modernize the economy of Ukraine and its individual sectors in order to ensure stable operation. In the process of studying the theoretical principles of scenario planning were identified prospects for the use of scenario planning, and specific scenarios. Outlines the key milestones in the construction of scenarios for the oilseed industry, and building long-term forecasts of its functioning.
