Зроблено висновок щодо усунення основного класу жителів від рішення місцевих справ впродовж всього періоду дослідження. |
| Description: | In the article the historical aspects of theory and practice of local finances are considered. The degree of decentralization of financial resources and plenary powers at the level of territorial unions in Tsar's Russia and Soviet Union is analyzed. A conclusion about the removal of main class of habitants from the decision of local affairs during all period of research is done. |
