Стратегія подолання бідності в процесі децентралізації державного бюджету на прикладі Одеського регіону

Abstract

У статті представлено комплексний підхід до вирішення проблеми бідності населення за допомогою процесу децентралізації державного бюджету та посилення місцевого самоуправління. Розглянуто актуальний стан рівня бідності, подано визначення процесу децентралізації та його сутність. Приділено увагу існуючому економічному потенціалу Одеського регіону та слабким місцям у його реалізації. На підставі цього визначено основні напрямки та методи покращення економічного стану та якості життя населення регіону. Розглядається взаємозв’язок між запропонованими заходами та їх вплив на кінцеву мету. Автором побудовано модель подолання бідності, враховуючи особливості розвитку регіону.

The article presents a comprehensive approach to solving the problem of the population poverty through a process of decentralization of the state budget and strengthening of a local administration. The actual state of the poverty level is considered and defined the process of decentralization with its core. There is an attention to the existing economic potential of the Odessa region and weaknesses in its implementation. Based on that, the main directions and methods for improving the economic situation and quality of life of the population of the region were identified. It examines the relationship between the proposed measures and their impact on the ultimate goal. The author has constructed a model for overcoming poverty considering the features of the development of the region.
