Методичні підходи до оцінювання людського потенціалу на рівні регіону

Abstract

У статті досліджено методичні підходи до оцінювання регіонального людського потенціалу. Визначено, що наявні підходи до оцінювання людського потенціалу не мають єдиної системи та перебувають у постійному корегуванні. Досліджено переваги та недоліки міжнародних методів оцінювання людського потенціалу регіону. Проаналізовано особливості української методики вимірювання індексу регіонального людського розвитку. Особлива увага приділена новій методиці вимірювання соціально-економічного розвитку регіонів, де розрахунок здійснюється за двома основними індикаторами, а саме індексом регіонального людського розвитку та індексом конкурентоспроможності. Запропоновано розширення переліку сфер моніторингу регіонального людського розвитку та визначення конкурентоспроможності регіонів за рахунок включення критеріїв та ознак ефективності інститутів.

The article deals with methodological approaches to the assessment of regional human potential. It has been determined that existing approaches to the assessment of human potential do not have a unified system and are in constant correction. The advantages and disadvantages of international methods for assessing the human potential of the region are explored. The peculiarities of the Ukrainian physicians measuring the index of regional human development are analyzed. Particular attention is paid to the new method of measuring the socio-economic development of regions, where the calculation is based on two main indicators: the index of regional human development and the index of competitiveness. The expansion of the list of spheres of monitoring of regional human development and the determination of regions’ competitiveness through the inclusion of criteria and indicators of the effectiveness of institutes is proposed.
