Чинники впливу на функціонування пенсійного фонду України

Abstract

У статті розглянуто питання впливу демографічних та макроекономічних чинників на ефективність функціонування системи пенсійного страхування України. Приділено увагу кожному чиннику окремо. Розглянуто такі показники, як кількість новонароджених та кількість померлих в Україні, очікувана тривалість життя населення, динаміка народжених та померлих, динаміка кількості зареєстрованих розлучень та шлюбів. Розглянуто макроекономічні чинники. Підтверджено факти статистичними даними. Виявлено, що відрахування до Пенсійного фонду України зменшуються і в нього виникає дефіцит, який переважно покривається за рахунок коштів державного бюджету. Проаналізовано демографічні та макроекономічні тенденції. Показано, що якщо не застосовувати ніяких заходів у відношенні параметрів пенсійної системи, то її фінансова стійкість не поліпшиться, а навпаки, коштів на виплату пенсій не буде вистачати з кожним роком усе більше й більше.

The article deals with the issues of the influence of demographic and macroeconomic factors on the efficiency of the functioning of the pension insurance system of Ukraine. Attention is paid to each factor separately. Considered such indicators as the number of newborns and the number of deaths in Ukraine, the expected life expectancy of the population, the dynamics of births and deaths, the dynamics of the number of registered divorces and marriages. Macroeconomic factors considered. Confirmed facts by statistical data. It is revealed that the deductions to the Pension Fund of Ukraine are decreasing and there is a deficit, which is mainly covered at the expense of the State Budget of Ukraine. Demographic and macroeconomic trends are analyzed. It has been shown that if no measures are taken in relation to the parameters of the pension system, its financial stability will not improve, but on the contrary, the means of payment of pensions will not suffice with each passing year more and more. When investigating the demographic situation in Ukraine, it should be noted that there is a high mortality rate and a low fertility rate. If the fertility rate does not increase further, the number of elderly people will far exceed the proportion of able-bodied people in the population structure. This can lead to an increase in the number of poor people and a decrease in consumer demand. This can lead to an increase in the number of poor people and a decrease in consumer demand. Ukraine's economy has a profound impact on the level of the pension system. Accepted legislative changes, in essence, only affect the redistributive relations of the Pension Fund of Ukraine, however, they do not solve the fundamental problems of the pension system, in particular, to secure own revenues of the Fund and to finance the appropriate level of payments.
