Оцінка перших результатів проведення пенсійної реформи України

Abstract

У статті розглянуто основні положення пенсійної реформи України, яка була розпочата в 2017 році. Виявлені основні моменти першого етапу реформування пенсійної системи, такі як: осучаснення пенсій, скасування особливого порядку виплати пенсій працюючим пенсіонерам, внесення змін до страхового стажу та проаналізовані кожні з них. Показано процес зміни розміру мінімальних пенсій з початку реформи. Проаналізовано фінансовий стан Пенсійного фонду при проведенні пенсійної реформи та виявлені негативні та позитивні тенденції функціонування фонду. Показані позитивні та негативні аспекти першого етапу проведення пенсійної реформи. Виявлені основні моменти реформування пенсійної системи на другому етапі реформи, який розпочинається в 2019 році. Зроблені висновки та пропозиції щодо удосконалення реформування системи пенсійного страхування в Україні.

The urgent task of the present stage of socio-economic transformations in our country is a radical reformation of the pension system, which is essential for ensuring sustainable development of Ukraine, overcoming the consequences of the financial and economic crisis, and raising the level of social security for pensioners. One of the most important socio-economic problems of the national economy is the reform of the domestic pension system. Ukraine is currently in the stage of reforming the pension insurance system. Reforming the national pension system is an important guarantee of economic stability in the state. The economic well-being of the population and the state of the economy as a whole depend on how efficiently the pension system is organized in the state. The article deals with the main provisions of the pension reform of Ukraine, which was started in 2017. The main points of the first stage of pension system reform are revealed, such as: modernization of pensions, abolition of special arrangements for pension payments for working pensioners, changes in the insurance period and analysis of each of them. The financial status of the Pension Fund during the pension reform is analyzed. The positive and negative aspects of the first stage of the pension reform are shown. The main points of the reform of the pension system at the second stage of the reform, which begins in 2019, are revealed. Conclusions and sug-gestions on improving the reform of the pension insurance system in Ukraine are made. So, looking at all the above, we can conclude that Ukraine is now in a difficult pension situation, pensioners can not live and fully meet their permanent living needs. Every day, on the street from our grandparents, we hear how bad it is for a person at retirement age in our country. In the near future, the problem of aging the nation may deteriorate further, which will lead to a reduction in pensions. Reforming the pension system will allow the next 5 years to reach a higher level and bring our country to the forefront of the world. And most importantly, people who have reached the retirement age will be happier than they can in the future contribute to reducing the aging of the nation.
