Бюджетна система ЄС: сучасний стан та перспективи розвитку

Abstract

Кваліфікаційна робота магістра складається з трьох розділів. Об’єкт дослідження – бюджетна система Європейського Союзу. У роботі розглядаються теоретичні аспекти побудови бюджетної системи , розкривається роль бюджету у функціонуванні бюджетної системи держави, структура та принципи побудови бюджетної системи Європейського Союзу, еволюція та етапи становлення бюджету ЄС. Проаналізовано сучасний стан формування та використання фінансових ресурсів бюджетної системи ЄС. Запропоновано модернізувати багаторічний фінансовий план Європейського Союзу 2021-2027 рр.. Доцільно буде змінити структуру витрат та власних ресурсів, приділити увагу регіональній політиці. Бюджетна співпраця ЄС та України на сучасному етапі полягає у секторальній бюджетній підтримці.

Thesis consists of three chapters. Object of study is the budgetary system of the European Union. The theoretical aspects of budget system construction are considered, the role of the budget in functioning of the budget system of the state, structure and principles of construction of the budget system of the European Union, evolution and stages of the formation of the EU budget are disclosed. The present state of the formation and use of financial resources of the EU budgetary system is analyzed. It is proposed to modernize the multiannual financial plan of the European Union of 2021-2027 years. It is advisable to change the structure of expenses and own resources, to pay attention to regional policy. Budgetary cooperation between the EU and Ukraine at the present stage consists of sector budget support.
