Abstract: | The situation at the time of establishing financial mechanisms for the targeted attraction of funds for the implementation of environmental projects and a substantial revision of existing mechanisms to radically improve their effectiveness. The community has a great potential at the local level, which is still little used, mostly occasionally. With the help of the phenomenon of emergence, it is possible to efficiently interpret and investigate the peculiarities of the functioning of complex systems (which may include most of the processes that modern people interact with), which cannot be explained from the point of view of information to certain parts, especially it becomes possible with the help of the financial mechanism. |
