Науково-методичні підходи до реформування фінансового забезпечення підсистеми соціального забезпечення в Україні

Abstract

У статті визначено місце підсистеми соціального забезпечення у системі соціального захисту населення, досліджено науково-методичні підходи до реформування фінансового забезпечення соціального забезпечення. Проаналізовано стан фінансування соціального забезпечення пенсіонерів та інвалідів в Україні, виявлені фактори, що призвели до погіршення у фінансуванні соціального захисту цих осіб. Запропоновано етапи реформування фінансового забезпечення підсистеми соціального забезпечення в Україні. Визначено принципи формування фінансових ресурсів, яких необхідно дотримуватися при проведенні реформування фінансового забезпечення підсистеми соціального забезпечення в Україні. Доведено необхідність використання сценарного підходу при проведенні реформування фінансового забезпечення підсистеми соціального забезпечення в Україні.

The article defines the place of the subsystem of social security in the system of social protection of the population. The scientific and methodical approaches to the reform of financial support of social security are researched. The author analyzed the state of financing of social security for pensioners and invalids in Ukraine, in particular, their material support, social services and benefits. It is emphasized that the largest share in social protection expenditures and social security from the state budget is made up of social security expenditures for pensioners. Despite the pension reforms of 2004, 2010, 2017, they remained at the level of 50-60% of expenditures on social protection and social security. The author identifies the factors that led to the deterioration of funding for social protection of persons who can not serve themselves independently. Five stages of financial support for the social security subsystem in Ukraine are proposed. The author proved that an important step is the definition of the principles of the formation of financial resources of the social security subsystem. The principles of formation of financial resources of the subsystem of social security, which should be the basis for improvement of its financial support, are determined. The author proved that these principles should be derived from the general principles of building a system of social protection of the population. The sources of financial resources of the subsystem of social security in Ukraine are determined. The author emphasized that at present, in addition to budget funds, it is necessary to involve external sources of financing (funds of business entities, households, charitable organizations, volunteer (public) organizations, individual volunteers). It is proved that the reform process is not carried out once and in one stage. The author argues that if the results of the reform are not consistent with the objectives, the sources of funding cannot be formed in full volume, the proposed scenario needs to be changed. A scenario approach is proposed for reforming the financial support of the social security subsystem in Ukraine.
