Державний борг та його вплив на боргову безпеку

Abstract

У роботі розглядаються теоретичні аспекти формування державного боргу,зокрема розкрито класифікаційні ознаки і складові управління державним боргом та наукові підходи щодо оцінки боргової безпеки. Акцентується увага на практиці та проблематиці управління державним боргом. Здійснено моніторинг та акумуляцію державного боргу. Приділено увагу фіскальним деформаціям розрахунків за борговими зобов‘язаннями держави. Запропоновано світовий досвід регулювання боргової безпеки та досліджено шляхи оптимізації боргової безпеки України.

The theoretical aspects of the formation of public debt are considered in the paper, in particular, the classification features and components of public debt management and scientific approaches to the assessment of debt security are disclosed. The emphasis is on the practice and problems of public debt management. The monitoring and accumulation of public debt has been monitored. Attention was paid to fiscal deformations of payments for debt obligations of the state. The global experience of debt security regulation is proposed and ways of optimizing Ukraine's debt security are explored.
