Місцеві бюджети у забезпеченні розвитку територій

Abstract

В роботі розкрито теоретичний базис функціонування місцевих бюджетів як фінансової основи розвитку територій. Досліджено сутність сутність територіальної громади як суб’єкта регулювання розвитку території. Висвітлено особливості інституціонального забезпечення розвитку територій. Проаналізовано детермінанти формування місцевих бюджетів України та особливості використання бюджетних ресурсів у контексті забезпечення розвитку територій. Розкрито проблеми та перспективи використання фінансових інструментів стимулювання соціально-економічного розвитку територій. Узагальнено зарубіжний досвід забезпечення розвитку територій в державах Європейського Союзу як орієнтиру для України та висвітлено напрями забезпечення фінансової спроможності територіальних громад та розвитку територій в Україні.

The theoretical basis of functioning of local budgets as a financial basis of development of territories is opened in the work. The essence of the territorial community as a subject of regulation of territorial development is studied. The peculiarities of institutional support for the development of territories are highlighted. The determinants of the formation of local budgets of Ukraine and the peculiarities of the use of budgetary resources in the context of ensuring the development of territories are analyzed. Problems and prospects of using financial instruments to stimulate socio-economic development of territories are revealed. The foreign experience of ensuring the development of territories in the European Union as a reference point for Ukraine is summarized and the directions of ensuring the financial capacity of territorial communities and territorial development in Ukraine are highlighted.
