У статті розглянуто дефініцію «зелене» відновлення та його зв'язок з поняттями зелена» економіка, «зелений»
розвиток, «зелене» зростання; наведено принципи «зеленого» відновлення; охарактеризовано три моделі «зеленого»
відновлення: амбітну, прагматичну та інерційну. Окремо проаналізовано прямі втрати економіки України внаслідок
бойових дій; висвітлено регіональний розподіл кількості зруйнованих або пошкоджених об’єктів житлового фонду
України станом на лютий 2023 року. Особливу увагу звернено на характеристиці фінансових інструментів, що сприяють
розвитку «зеленого» відновлення, зокрема використання зелених іпотечних кредитів, позик на енерго-модернізацію
будинків, зелених позик на комерційне будівництво тощо. Визначено три етапи «зеленої» відбудови України на період до
2032 року з конкретним планом дій. Названо практичні рекомендації за результатами проведеного дослідження щодо
«зеленого» відновлення України в секторальному вимірі.
The article considers the definition of «green» recovery and its connection with the concepts of «green» economy, «green»
development, «green» growth; the principles of «green» renewal are given; three models of «green» renewal are characterized:
ambitious, pragmatic and inertial. The direct losses of Ukraine's economy as a result of hostilities are analyzed separately;
the regional distribution of the number of destroyed or damaged housing stock in Ukraine as of February 2023 is highlighted.
Particular attention is paid to the characteristics of financial instruments that contribute to the development of «green» recovery, in
particular, the use of green mortgages and loans for energy modernization of buildings, green loans for commercial construction,
etc. Three stages of «green» recovery of Ukraine for the period until 2032 with a specific action plan have been defined. Practical
recommendations based on the results of the study of the «green» recovery of Ukraine in the sectoral dimension are named.
