Зарубіжний досвід професійної та соціальної адаптації військових

Abstract

Стаття присвячена дослідженню зарубіжного досвіду професійної та соціальної адаптації громадян, які здобули досвід участі у воєнних діях, членів їх сімей та сімей загиблих воїнів. Це питання в Україні є надзвичайно актуальним та болючим, враховуючи агресивний військовий режим рф. Встановлено, що соціально‐економічна реінтеграція ветеранів може відбуватись у таких формах: традиційне працевлаштування (побудова кар’єри в цивільному житті) та розвиток власного бізнесу (традиційне або соціальне підприємництво). Визначено місце соціальних гарантій, зокрема військовослужбовців, в економічній системі держави. Для запуску програм гідної зайнятості колишніх військовослужбовців потрібні відповідна державна політика та підготовка різних суб’єктів, які будуть вести, координувати та реалізовувати програми. Розглянуто досвід професійної та соціальної адаптації військових у США, Канаді, Великій Британії, Данії, Норвегії. До прикладу, у США розв’язанням соціально‐ економічних проблем ветеранів займаються міністерства, федеральні агенції та приблизно 17 тис. ветеранських громадських організацій. Система ветеранської підтримки в Канаді організаційно схожа з американською. В її уряді створили Департамент у справах ветеранів, який відповідає за більшість послуг для них. Крім того, у Збройних силах країни діє програма, яка охоплює психологічну підготовку до служби та звільнення, готує до зміни фаху та виходу з військової спільноти. У Великій Британії підтримку ветеранів здійснюють сектор благодійної допомоги Збройних сил та неприбутковий сектор. Нині в Україні є необхідність обміну досвідом, долучення до міжнародних проектів задля вивчення стандартів країн – членів Європейького Союзу та членів військово-політичної організації Північноатлантичного договору. Перспективою подальших досліджень є розробка рекомендацій щодо створення національної системи соціальної підтримки та допомоги військовим та членам їх сімей.

The article is devoted to the study of the foreign experience of professional and social adaptation of citizens who gained experience of participating in military operations, their family members and families of fallen soldiers. This issue is extremely relevant and painful in Ukraine, given the aggressive military regime of the russian federation. It has been established that the socio-economic reintegration of veterans can take place in the following forms: traditional employment (building a career in civilian life) and developing one’s own business (traditional or social entrepreneurship). The place of social guarantees, in particular of military personnel, in the economic system of the state, is determined. Launching decent employment programs for ex-servicemen requires appropriate government policies and training of various entities that will lead, coordinate and implement the programs. The experience of professional and social adaptation of the military in the USA, Canada, Great Britain, Denmark, and Norway is considered. For example, in the USA, ministries, federal agencies, and approximately 17,000 veteran public organizations deal with solving social and economic problems of veterans. The system of veteran support in Canada is organizationally similar to the American one. Her government created the Department of Veterans Affairs, which is responsible for most services for them. In addition, the country’s Armed Forces have a program that covers psychological preparation for service and discharge, prepares for a change of profession and exit from the military community. In Great Britain, veterans are supported by the Armed Forces charity sector and the non-profit sector. Currently, there is a need in Ukraine to exchange experience, to participate in international projects to study the standards of countries that are members of the European Union and members of the military-political organization of the North Atlantic Treaty. The prospect of further research is the development of recommendations for the creation of a national system of social support and assistance to military personnel and their family members.
