Проблеми фінансування суспільних благ за рахунок коштів територіальних бюджетів (на прикладі галузі освіти)

Abstract

У статті проаналізовано проблеми фінансування суспільних благ органами місцевого самоврядування на прикладі галузі освіти. Доведено, що фінансування бюджетних установ проводиться без урахування преференцій населення, тобто здійснюється неефективно. Визначені проблеми запропоновано вирішувати шляхом переходу на фінансування за подушовим принципом. The problems of financing public benefits by the organs of local self-government on the example of branch of education are analyzed in the article. It is well-proven that financing of budgetary establishments is conducted without taking into account the preferences of population, and carried out ineffectively. It is suggested to settle the exposed problems by passing to financing on poll principle.
