Організація бюджетного контролю в Україні

Abstract

У роботі розглядаються теоретичні аспекти сутності та необхідності здійснення бюджетного контролю, досліджено систему бюджетного контролю в Україні, розкрито організаційні аспекти проведення контрольних заходів суб’єктами бюджетного контролю. Проаналізовано динаміку проведених контрольних заходів органами бюджетного контролю; обсяги та структуру виявлених порушень, у тому числі порушень, що призвели до втрат бюджетних ресурсів; обсяги усунутих порушень. Розраховано економічну ефективність органів бюджетного контролю та їх ревізорського складу. Розглянуто зарубіжний досвід організації бюджетного контролю та можливість його застосування в Україні. Здійснено прогнозування фактору впливу на інтегральний показник ефективності бюджетного контролю. Виявлено основні проблеми організації бюджетного контролю в Україні та запропоновано шляхи їх вирішення.

Diploma thesis deals with theoretical aspects of essence and necessity of budget control are considered in the paper, the system of budgetary control in Ukraine is investigated, organizational aspects of carrying out control measures by the subjects of budget control are disclosed. The dynamics of control measures carried out by the budget control bodies is analyzed; the volume and structure of the revealed violations, including violations that led to loss of budget resources; volumes of eliminated violations. The economic efficiency of the bodies of budget control and their audit staff is calculated. The foreign experience of budget control organization and the possibility of its application in Ukraine are considered. The prediction of the impact factor on the integral indicator of the effectiveness of budget control is carried out. The main problems of budget control organization in Ukraine are revealed and ways of their solution are proposed.
