Моделювання розвитку людського капіталу в інституціональному середовищі для забезпечення конкурентоспроможності національної економіки

Abstract

Підготовка високорозвиненого людського капіталу набуває все більшої актуальності, оскільки є об’єктивною умовою розвитку національної економіки шляхом забезпечення їй додаткових конкурентних переваг. Процеси активної інституціоналізації всіх сфер суспільства, інституційні трансформації, що визначають розвиток України на сучасному етапі, зумовлюють вектор змін в країні. Одним із засобів забезпечення конкурентоспроможності національної економіки може стати розробка нового напряму – моделювання розвитку людського капіталу в інституціональному середовищі. Цілями дослідження стали моделювання розвитку людського капіталу в інституціональному середовищі національної економіки, і, зокрема, розробка моделі вибору стратегії розвитку людського капіталу на підставі формування системи умов і особливостей підготовки людського капіталу. Проведено моделювання розвитку людського капіталу в інституціональному середовищі, розроблена модель вибору стратегії розвитку людського капіталу, яка включає визначення конкурентної стратегії, аналіз ключових факторів вибору стратегії розвитку людського капіталу, вибір стратегії розвитку людського капіталу, формування переліку заходів за результатами впливу на об’єкт. У моделі запропоновано вибір переліку поточних заходів щодо розвитку людського капіталу та поліпшення показників їх застосування здійснювати в залежності від двох груп факторів: рівня розвитку економіки і рівня конкурентоспроможності людського капіталу. Запропонована модель вибору стратегії розвитку людського капіталу в інституціональному середовищі дозволить обрати потрібну стратегію розвитку людського капіталу, врахувати особливості і умови його підготовки. Множинність шляхів розвитку людського капіталу передбачає розробку інших моделей, на чому зосереджені подальші авторські дослідження.

The training of highly developed human capital is becoming increasingly urgent as it is an objective condition for the development of the national economy by providing additional competitive advantages to it. The processes of active institutionalization of all spheres of society, institutional transformations that determine the development of Ukraine at the present stage, determine the vector of change in the country. One of the means of ensuring the competitiveness of the national economy can be the development of a new direction - modeling the development of human capital in the institutional environment. The objectives of the study were modeling the development of human capital in the institutional environment of the national economy, and, in particular, developing a model for choosing a of conditions and features of human capital training. The modeling of human capital development in the institutional environment was carried out; the model of the choice of the strategy of human capital development was developed, which included the definition of a competitive strategy, analysis of key factors in choosing a strategy for human capital development, the choice of the strategy for human capital development, and the establishment of a list of measures based on the results of the impact on the object. The model proposes a selection of the list of current measures for the development of human capital and the improvement of their application indicators, depending on two groups of factors: the level of economic development and the level of competitiveness of human capital. The proposed model of choosing a strategy for the development of human capital in the institutional environment will allow us to choose the right strategy for the development of human capital, to take into account the features and conditions of its preparation. The multitude of ways of developing human capital involves the development of other models, which focuses on further author research.
