Система управління інноваційною діяльністю підприємств сфери інформаційних технологій

Abstract

У статті висвітлено сутність «ринку інноваційної ІТ-продукції», «підприємств, які займаються розробкою інноваційних ІТ-продуктів», «системи управління інноваційною діяльністю». Визначено види (засновані – підприємства, що займаються безпосередньо розробкою, впровадженням та обслуговуванням ІТ й IS; підтримуючі – підприємства, основним видом діяльності яких є, по-перше, сприяння підприємствам першої групи у сфері ІТ, тобто підприємства, зайняті у сфері ІТ консалтингу, та, по-друге, надання послуг у галузі вирішення загальних питань інформатизації підприємств-споживачів ІТ продукції) та переваги ІТ підприємств як суб'єктів інноваційної діяльності(гнучкість; швидкість реалізації, адаптації та обслуговування; маневреність; кадрова мобільність; організаційна мобільність; податкова та організаційна підтримка малого бізнесу з боку державних, регіональних та місцевих органів влади; слабка формалізація).Зауважено, що однією з найважливіших проблем інноваційної діяльності підприємств сфери ІТ є організації цієї діяльності, тобто проблема побудови ефективної системи управління (СУ). Наведено особливості СУ інноваційною діяльністю ІТ-підприємств, а також основні завдання, вирішення яких потребує (удосконалення механізмів взаємодії між учасниками інноваційної діяльності; проведення дієвої економічної політики щодо учасників інноваційної діяльності, стимулювання позабюджетного фінансування, створення інституційних та правових умов для розвитку венчурного інвестування у наукомісткі проєкти; створення та розвиток об'єктів інноваційної інфраструктури, мережі організацій з надання консалтингових послуг у галузі інноваційної діяльності у сфері ІТ). Розроблено систему управління інноваційною діяльністю підприємств сфери інформаційних технологій. Запропоновано інноваційні процеси у діяльності ІТ- підприємств у сформованій системі виражати організаційно-економічними ідентифікаторами (результативність; рівень здійснення поставлених завдань; адаптованість; продуктивність; тривалість; вартість виконаного процесу; економічність; споживання).

The article highlights the essence of the "market of innovative IT products", "enterprises engaged in the development of innovative IT products", "innovation management system". Identified types (founded - enterprises directly involved in the development, implementation and maintenance of IT and IS; supporting - enterprises whose main activity is, first, assistance to enterprises of the first group in the field of IT, is enterprises engaged in IT consulting, and, secondly, the provision of services in the field of solving general issues of informatization of consumer enterprises of IT products) and the advantages of IT enterprises as subjects of innovation (flexibility; speed of implementation, adaptation and maintenance; maneuverability; personnel mobility; organizational mobility; tax and organizational support of small business by state, regional and local authorities; weak formalization). It is noted that one of the most important problems of innovative activity of IT enterprises is the organization of this activity, the problem of building an effective management system (IMS). The peculiarities of SU innovation activities of IT enterprises are presented, as well as the main tasks that need to be solved (improvement of mechanisms of interaction between participants of innovation activities; conducting effective economic policy on participants of innovation activities, stimulating extrabudgetary financing, creating institutional and legal conditions projects, creation and development of innovation infrastructure facilities, networks of organizations providing consulting services in the field of innovation in the field of IT). The system of management of innovative activity of the enterprises of the sphere of information technologies is developed. It is proposed to express innovative processes in the activities of IT enterprises in the existing system by organizational and economic identifiers (effectiveness; level of implementation of tasks; adaptability; productivity; duration; cost of the process; efficiency; consumption).
