Управління видатками державного бюджету в умовах воєнного стану

Abstract

Кваліфікаційна робота магістра складається з трьох розділів. Об’єкт дослідження – видатки державного бюджету. Предметом дослідження є теоретичні засади та практичні аспекти управління видатками державного бюджету в умовах воєнного стану в Україні. У першому розділі роботи здобувачка дослідила теоретичні засади формування та виконання видатків державного бюджету. Розкрила концептуальні підходи до розуміння сутності видатків бюджету, висвітлила їх функціональне призначення та принципи формування і використання. Розкрила ключові чинники управління видатками державного бюджету як інструменту регулювання розвитку суспільства. У другому розділі проаналізовано практику та проблематику управління видатками державного бюджету України. Досліджено особливості планування видатків державного бюджету в аспекті вирішення завдань соціально-економічного розвитку держави. Виявлено тенденції та проблеми виконання видатків державного бюджету та розкрито практику надання міжбюджетних трансфертів місцевим бюджетам України. У третьому розділі висвітлено зарубіжний досвід управління видатками бюджету та можливості його впровадження в Україні. Запропоновано шляхи вдосконалення процесу управління видатками Державного бюджету в умовах воєнного стану.

The master's qualification work consists of three sections. The object of the study is state budget expenditures. The subject of the study is the theoretical principles and practical aspects of managing state budget expenditures under martial law in Ukraine. In the first section of the work, the researcher investigated the theoretical foundations of the formation and implementation of state budget expenditures. Revealed conceptual approaches to understanding the essence of budget expenditures, highlighted their functional purpose and principles of formation and use. She revealed the key factors of managing state budget expenditures as a tool for regulating the development of society. In the second chapter, the practice and problems of managing expenditures of the state budget of Ukraine are analyzed. Peculiarities of the planning of state budget expenditures in the aspect of solving tasks of the socio-economic development of the state have been studied. The trends and problems of implementation of state budget expenditures were revealed and the practice of providing interbudgetary transfers to local budgets of Ukraine was disclosed. The third chapter highlights the foreign experience of budget expenditure management and the possibilities of its implementation in Ukraine. Ways to improve the process of managing State budget expenditures in the conditions of martial law are proposed.
