Механізм формування доходів місцевих бюджетів в Україні

Abstract

Кваліфікаційна робота бакалавра складається з трьох розділів. Об’єкт дослідження – система відносин в процесі формування доходів місцевих бюджетів органами влади та ефективність управління фінансовими ресурсами на місцевому рівні. У роботі розглядаються теоретичні аспекти формування доходів місцевих бюджетів в Україні; вивчено поняття, сутність і види доходів місцевих бюджетів; здійснено класифікацію та визначено структуру джерел доходів місцевих бюджетів; розглянуто бюджетну практику зарубіжних країн щодо формування доходів місцевих бюджетів. Досліджено аналіз стану та тенденції змін у формуванні доходів місцевих бюджетів в Україні; проведено аналіз динаміки та структури доходів місцевих бюджетів; охарактеризовано регіональні особливості у формуванні доходів місцевих бюджетів; розглянуто особливості формування бюджетів громад на 2024 рік. Охарактеризовано проблеми нестачі фінансових ресурсів в органах місцевого самоврядування та запропоновано шляхи зміцнення доходної бази місцевих бюджетів за рахунок власних джерел; оптимізацію податкового навантаження на суб’єкти господарювання та населення на місцевому рівні; забезпечення прозорості і контролю за формуванням та використанням доходів місцевих бюджетів

The bachelor's qualification work consists of three sections. The object of the study is the system of relations in the process of forming local budget revenues by government bodies and the effectiveness of financial resource management at the local level. The work examines the theoretical aspects of forming local budget revenues in Ukraine; studies the concepts, essence, and types of local budget revenues; classifies and identifies the structure of local budget revenue sources; reviews the budgetary practices of foreign countries regarding the formation of local budget revenues. The analysis of the state and trends of changes in the formation of local budget revenues in Ukraine is conducted; the dynamics and structure of local budget revenues are analyzed; regional features in the formation of local budget revenues are characterized; the peculiarities of forming community budgets for 2024 are considered. Problems of the lack of financial resources in local self-government bodies are characterized and ways to strengthen the revenue base of local budgets through own sources are proposed; optimization of the tax burden on business entities and the population at the local level is suggested; transparency and control over the formation and use of local budget revenues are ensured
