Місцевий бюджет, його значення і роль у соціально-економічному розвитку території

Abstract

В роботі розкрито теоретичні основи функціонування місцевих бюджетів та етапи їх становлення. Досліджено суспільну роль місцевих бюджетів у фінансовій системі держави. Розкрито особливості формування місцевих бюджетів України як фінансової основи розвитку територій.Проаналізовановидаткову складову місцевих бюджетів у контексті забезпечення соціально-економічного розвитку територій. Виявленочинники забезпечення соціально-економічного розвитку територій в Україні. Досліджено зарубіжний досвід забезпечення розвитку територій та окреслено можливості його імплементації до українських реалій. Зазначено ключові напрями розвитку місцевих бюджетів в Україні у контексті забезпечення розвитку територій.

The paper reveals the theoretical foundations of the functioning of local budgets and the stages of their formation. The social role of local budgets in the financial system of the state is studied. The peculiarities of the formation of local budgets of Ukraine as a financial basis for the development of territories are revealed. The expenditure component of local budgets is analyzed in the context of ensuring the socio-economic development of territories. Identifying factors of ensuring socio-economic development of territories in Ukraine. The foreign experience of ensuring the development of territories is studied and the possibilities of its implementation to Ukrainian realities are outlined. The key areas of development of local budgets in Ukraine in the context of ensuring the development of territories are indicated.
