Стан та перспективи розвитку галузі інформаційних технологій в Україні

Abstract

У статті досліджується стан розвитку галузі інформаційних технологій в Україні. Запропоновано визначення інформаційної технології та визначено вплив галузі на економічний розвиток держави. Відмічена тенденція до зміни вартості інформаційної технології. Проаналізовано вплив інформаційних технологій на бізнес та відмічена зміна світових лідерів. Представлені основні показники, які визначають зміни IT-сектору, зокрема темп зростання ринку, податкові надходження від сектору до державного бюджету, експорт ITпослуг та визначено частку IT-сектору у ВВП України. Виявлені перспективи зростання сектору інформаційних технологій. Визначені кількісні значення показників, що вимірюють результати зростання ІТ-сектору до 2020 року в розрізі кількості фахівців галузі, експорту IT-послуг, частки ринку, відсотка відрахувань до бюджету. Відмічена мала частка IT-ринку України у загальносвітовому показнику. Визначені проблеми, які негативно позначаються на розвитку сфери: падіння курсу гривні, частковий занепад внутрішнього ринку, зростання кількості працюючих на експорт спеціалістів, суттєва різниця в заробітних платах IT-фахівців, які працюють на український і зарубіжний ринки, військовий конфлікт на сході та мобілізація, відсутність стратегії розвитку галузі та програми освіти майбутніх фахівців. Надані пропозиції для забезпечення сталого розвитку українського IT-ринку: покращення ділового клімату, дотримання єдиної згуртованої політики щодо здійснення конкурентної боротьби, інформування потенціальних інвесторів про привабливість українського ІТринку; розвиток ІТ-інфраструктури; розширення та покращення підготовки ІТ-спеціалістів. Основою для перетворення можливостей ІТ-галузі в конкурентоспроможний сегмент світового ринку, а також реалізації ІТ-потенціалу Україна визнана стабілізація економічної і політичної ситуації в країні та методологічно обґрунтоване інституційне регулювання ринку ІТ – послуг.

The article examines the state of information technology development in Ukraine. The definition of information technology is proposed and the influence of the industry on the economic development of the state is determined. The trend towards changing the value of information technology has been noted. The influence of information technologies on business and the marked change of world leaders are analyzed. The main indicators that determine the changes in the IT-sector, such as the growth rate of the market, tax revenues from the sector to the state budget, the export of ITservices, and the share of the IT-sector in the GDP of Ukraine are presented. The prospects for growth of the information technology sector are revealed. The quantitative values of the indicators measuring the growth of the IT-sector by 2020 in terms of the number of industry professionals, IT-services export, market share, and the percentage of deductions to the budget are determined. A small part of IT-market of Ukraine in the global index is noted. The problems that have a negative impact on the development of the sphere are identified. There are the fall of the hryvnia, the partial decline of the domestic market, the growth of the number of specialists working for export, the significant difference in salaries of IT-specialists working in the Ukrainian and foreign markets, the military conflict in the east and mobilization, lack of industry development strategy and future education program. Proposals for the sustainable development of the Ukrainian IT-market were given. Among them there are improvement of the business climate, adherence to a single cohesive policy of competitive struggle, informing potential investors about the attractiveness of the Ukrainian IT-market; development of ITinfrastructure; extending and improving the training of ITprofessionals. The basis for the transformation of the IT-industry into a competitive segment of the world market, as well as the implementation of IT-potential Ukraine recognized the stabilization of the economic and political situation in the country and methodologically grounded institutional regulation of the IT-services market.
