Впровадження інноваційних технологій у систему управління охороною здоров'я: досвід і перспективи

Abstract

Інтеграція інноваційних технологій у систему управління охороною здоров’я є важливим вектором розвитку сучасної медицини, зумовленим забезпеченням підвищення якості та доступності медичних послуг, особливо на тлі по стійних викликів, таких як пандемії, демографічні трансформації, воєнні дії та обмеження ресурсів. Метою дослідження є аналіз та систематизація сучасного досвіду впровадження інноваційних технологій у систему управління охороною здоров’я в Україні. У дослідженні застосовано системний підхід, аналіз наукових публікацій, нормативно-правових доку ментів. Встановлено, що в Україні впроваджуються такі інновації, як електронна система охорони здоров’я (eHealth), телемедицина, електронні рецепти. Водночас є низка проблем щодо нормативного регулювання, недостатнього фінан сування та кадрового забезпечення сфери охорони здоров’я в Україні, які необхідно вирішувати. Результати дослідження можуть бути використані для розробки стратегій і програм впровадження інновацій у сфері охорони здоров’я, що сприятиме підвищенню ефективності управління, доступності та якості медичних послуг в Україні. The integration of innovative technologies into the healthcare management system is an important vector for the development of modern medicine, driven by the need to improve the quality and accessibility of medical services, especially in the context of ongoing challenges such as pandemics, demographic transformations, military conflicts, and resource constraints. In the Ukrainian context, the implementation of innovative technologies is particularly relevant due to the ongoing reform of the healthcare system, including the introduction of the medical guarantees program, electronic service registries, and the development of telemedicine for rural areas. The aim of the study is to analyze and systematize the current experience of implementing innovative technologies in Ukraine’s healthcare management system. The research employs a systemic approach, including the analysis of scientific publications and regulatory documents. The Ministry of Health's digitalization initiatives are aimed at improving the accessibility, transparency, and quality of medical services in Ukraine. It has been established that innovations such as the electronic healthcare system (eHealth), telemedicine, and electronic prescriptions are being implemented in Ukraine, creating the conditions for more efficient healthcare management, resource optimization, and increasing public satisfaction. However, the success of these projects depends on the development of technical infrastructure, training of medical personnel, and overcoming resistance to change. Additionally, challenges remain in regulatory issues, insufficient funding, and workforce shortages. The results of the research can be used to develop strategies and programs for the implementation of innovations in the healthcare sector, which will contribute to improving the efficiency of management, accessibility, and quality of medical services in Ukraine.
