Інклюзивний розвиток у галузі морських перевезень в сучасних умовах

Abstract

В статті комплексно проаналізовано сучасний стан та перспективи інклюзивного розвитку галузі морських перевезень в умовах глобальних викликів та трансформаційних процесів світової економіки. Досліджено ключові аспекти інклюзивності морської галузі, включаючи регіональну, гендерну, екологічну, цифрову та соціальну складові. Автороми розглянуто проблематику нерівномірного розвитку морської інфраструктури між розвиненими країнами та країнами, що розвиваються, проаналізовано статистичні дані щодо географічного розподілу світового торгового флоту та виявлено домінування азійських й європейських регіонів у глобальному судноплавстві. Особливу увагу приділено аналізу гендерної диспропорції в морській галузі, де жінки становлять лише близько 2% від загальної кількості моряків у світі, при цьому найвища частка жінок спостерігається в управлінських позиціях (близько 40% у 2023 році). Дослідження демонструє потенціал цифровізації та автоматизації для підвищення інклюзивності галузі через створення нових можливостей працевлаштування для осіб з інвалідністю, розширення дистанційної роботи та демократизацію доступу до морської торгівлі для малих підприємств. Значну частину роботи присвячено екологічній інклюзивності, яка передбачає забезпечення рівноправного доступу всіх країн та компаній до екологічно чистих технологій у контексті амбітних цілей IMO щодо зменшення викидів парникових газів на 40% до 2030 року. Розглядаються успішні практики впровадження зелених технологій, зокрема досвід компанії A.P. Moller-Maersk у використанні зеленого метанолу як альтернативного палива. Дослідження включає аналіз міжнародного досвіду інклюзивного розвитку, зокрема практик країн Північної Європи, Японії та Сінгапуру, що демонструють ефективність комплексного підходу, який поєднує технологічні інновації, державну підтримку та активне залучення всіх соціальних груп. Для України запропоновано конкретні напрями впровадження інклюзивних практик, включаючи стимулювання цифрової інклюзії, програми гендерної рівності, екологічні стимули для малих підприємств та розвиток дистанційних технологій.

This article presents a comprehensive analysis of the current state and prospects for inclusive development in the maritime transportation sector amid global challenges and transformational processes in the world economy. The study examines key aspects of maritime industry inclusivity, including regional, gender, environmental, digital, and social components. The author addresses the issue of uneven development of maritime infrastructure between developed and developing countries, analyzes statistical data on the geographical distribution of the global merchant fleet, and identifies the dominance of Asian and European regions in global shipping. Special attention is given to analyzing gender disproportion in the maritime industry, where women constitute only about 2% of the total number of seafarers worldwide, with the highest female representation observed in management positions (approximately 40% in 2023). The research demonstrates the potential of digitalization and automation to enhance industry inclusivity by creating new employment opportunities for people with disabilities, expanding remote work possibilities, and democratizing access to maritime trade for small enterprises. A significant portion of the work is dedicated to environmental inclusivity, which involves ensuring equitable access for all countries and companies to clean technologies in the context of IMO's ambitious goals to reduce greenhouse gas emissions by 40% by 2030. Successful practices in implementing green technologies are examined, particularly the experience of A.P. Moller-Maersk in using green methanol as alternative fuel. The study includes an analysis of international experience in inclusive development, specifically practices from Northern European countries, Japan, and Singapore, which demonstrate the effectiveness of a comprehensive approach combining technological innovations, government support, and active engagement of all social groups. For Ukraine, specific directions for implementing inclusive practices are proposed, including promoting digital inclusion, gender equality programs, environmental incentives for small enterprises, and developing remote technologies. The research concludes that inclusive development of the maritime industry is essential for ensuring its sustainability, efficiency, and fair access to resources and opportunities for all stakeholders. The implementation of inclusive practices will contribute to enhancing the industry's competitiveness and ensure its harmonious development in the global environment.
