Концептуальні підходи до визначення терміну «лікувально-оздоровчий туризм»

Abstract

В статті зазначено, що приводом для дослідження є відсутність визначення поняття «лікувально-оздоровчий туризм» в нормативно-правових документах України. Акцентовано увагу на певних суперечностях українського законодавства щодо статусу споживачів лікувально-оздоровчих послуг. Підкреслено, що у правовому полі практично не вживаються такі поняття, як «велнес-туризм» та «спа-туризм», які є новітніми напрямками в туристичній діяльності та набирають обертів серед людей, що прагнуть вести здоровий спосіб життя. Систематизовано та проаналізовано концептуальні підходи вчених щодо сутності та складових лікувально-оздоровчого туризму. Встановлено, що у науковців немає спільної думки щодо трактування цього терміну. З’ясовано, що деякі вчені розглядають лікувально-оздоровчий туризм з точки зору саме медичної складової; інші – як поєднання лікування, профілактики та загального оздоровлювання. Пропоновано та обґрунтовано авторське визначення змісту терміну «лікувально-оздоровчий туризм» та його складових.

The article states that the reason for the study is the lack of a definition of the concept of «medical and health tourism» in the regulatory and legal documents of Ukraine. Attention is focused on certain contradictions of Ukrainian legislation regarding the status of consumers of medical and health services. It is emphasized that concepts such as «wellness tourism» and «spa tourism» are practically not used in the legal field, which are the newest trends in tourism and are gaining momentum among people who want to lead a healthy lifestyle. Conceptual approaches of scientists regarding the essence and components of health tourism are systematized and analyzed. It has been established that scientists do not have a common opinion regarding the interpretation of this term. It was found that some scientists consider health tourism from the point of view of the medical component; others - as a combination of treatment, prevention and general recovery. The author's definition of the meaning of the term «medical and health tourism» and its components is proposed. It is substantiated that the components of health tourism are: «curative tourism» – «medical tourism» (clinical tourism) and «sanatorium-resort tourism» (rehabilitation tourism); «health tourism» – «wellness tourism» (preventive tourism) and «spa tourism» (restorative tourism). It is emphasized that medical tourism is based on a person's concern for his health, therefore it includes: trips to medical institutions for treatment; rest in specialized sanatorium-resort facilities for rehabilitation after illnesses; health tours to recreational areas to receive preventive procedures to strengthen immunity; visits to spa centers and thermal springs, as well as participation in health programs designed for physically and mentally healthy people to restore strength during rest. Emphasis is placed on the expediency of using the recommended version of the components of medical and health tourism to study the true scale of the tourist flow for medical and health purposes, determine the capacity of the accommodation base and other elements of the necessary infrastructure, identify development trends and develop strategic programs to support this type of tourist activity.
