У роботі розглядається економічна сутність податків з фізичних осіб, принципи
оподаткування та функції податків з громадян. Досліджені історичні корені
оподаткування громадян. Досліджені правові аспекти оподаткування доходів, майна
фізичних осіб в Україні. Розкриті особливості формування доходів бюджетів за рахунок
оподаткування громадян в Україні. Проаналізовані надходження податків з фізичних осіб
до місцевих бюджетів України. Проведена оцінка результативності фіскальної та
регулюючої ролі податків з фізичних осіб. Проведено дослідження зарубіжного досвіду
щодо оподаткування громадян. Здійснено прогнозування обсягів надходжень податку на
доходи фізичних осіб до бюджетів. Розроблені напрями вдосконалення системи
оподаткування фізичних осіб в Україні.
Запропоновано: введення прогресивної шкали ставок ПДФО; запровадження
неподаткового мінімуму доходів громадян; збільшення доходів населення; зменшення
податкового навантаження на споживання громадян тощо
The work examines the economic essence of taxes on individuals, the principles of
taxation and the functions of taxes on citizens. The historical roots of taxation of citizens are
studied. The legal aspects of taxation of income and property of natural persons in Ukraine have
been studied. The peculiarities of the formation of budget revenues due to taxation of citizens in
Ukraine are revealed. Analyzed tax receipts from individuals to local budgets of Ukraine. An
assessment of the effectiveness of the fiscal and regulatory role of taxes on individuals was
carried out. A study of foreign experience in taxation of citizens was conducted. Forecasting of
the amount of personal income tax revenues to the budgets has been carried out. Areas of
improvement of the system of taxation of natural persons in Ukraine have been developed.
Proposed: introduction of a progressive scale of personal income tax rates; introduction
of tax-free minimum income of citizens; increase in population incomes; reducing the tax burden
on citizens' consumption, etc.
