Інструменти інтеграції територій України в європейські інноваційні екосистеми

Abstract

Метою статті є обґрунтування теоретичних засад та практичних рекомендацій щодо інтеграції територій України в європейські інноваційні екосистеми. Методологічною основою, на якій базується дослідження, є концепція нелінійних інновацій, що втілюється в понятті «інноваційної екосистеми». Авторкою досліджено інструменти формування інноваційних екосистем в європейській політиці та встановлено чітку спрямованість на стимулювання участі менш розвинених регіонів в загальноєвропейських програмах та ініціативах. Практична значимість результатів дослідження полягає в наданих рекомендаціях щодо приєднання України до конкретних європейських інструментів міжрегіонального інноваційного співробітництва у межах політики згуртування ЄС. The aim of the article is to substantiate the theoretical foundations and practical recommendations for the integration of the territories of Ukraine into European innovation ecosystems. The methodological basis on which the study is based is the concept of nonlinear innovations, embodied in the notion of an "innovation ecosystem", which encompasses a complex synergy between various joint efforts of large and small enterprises, universities, research institutes, laboratories and venture capital companies that participate in bringing innovations to the market. In recent studies, ecosystems are considered as "smart", complex dynamic systems that have such characteristics as coevolution, self-organization, emergence, adaptability, flexibility. All this indicates the formation of a new economic environment based on cooperation and competition. The author explores the understanding of innovation ecosystems in European innovation policy, outlines tools and initiatives for forming a “pan-European innovation ecosystem based on thriving regional innovation ecosystems". As a result of the study, a clear focus on stimulating the participation of less developed regions in pan-European programs and initiatives has been established. In this context, the potential of the Interregional Innovation Investment Program (I3) has been explored, and the need for Ukraine to join this EU instrument has been shown. The scientific novelty of the article lies in improving the understanding of the concept of an innovation ecosystem as complex dynamic smart system, and application of this concept to innovation policy in Ukraine in the context of European integration. The practical significance of the research results lies in the recommendations provided for Ukraine's accession to specific European instruments of interregional innovation cooperation within the framework of the EU cohesion policy.
