Стан та перспективи співробітництва територіальних громад

Abstract

У роботі розглядаються теоретичні аспекти організації співробітництва територіальних громад: розглянуто сутність поняття, доцільність запровадження співробітництва, основні завдання, ймовірні форми співробітництва та процедуру організації співробітництва територіальних громад. Проаналізовано державну політику щодо співробітництва територіальних громад, з’ясовано стан реалізації в Україні договорів про співробітництво територіальних громад в сфері освіти та охорони здоров’я, охарактеризовано зарубіжний досвід співробітництва територіальних громад. Обґрунтовано потенціал співробітництва територіальних громад в Україні у сфері освіти та охорони здоров’я, розглянуто доцільність запровадження проекту співробітництва територіальних громад у сфері охорони здоров’я, визначені очікувані результати та бюджет проекту.The work deals with theoretical aspects of local communities’ cooperation such as essence of the concept, feasibility of establishing cooperation, main tasks, possible forms of cooperation and procedure for organizing cooperation of territorial communities. The state policy on cooperation of local communities has been analyzed, the status of implementation of agreements on cooperation of local communities in the field of education and health care in Ukraine has been found out, foreign experience of cooperation of local communities has been characterized. The potential of cooperation of local communities in Ukraine in the field of education and health has been substantiated; feasibility of implementing a project of cooperation of local communities in the field of health as well as the expected results and budget of the project have been considered.
