Управління економічним розвитком громади крізь призму концепції «місцевого економічного розвитку»

Abstract

У статті досліджуються причини негативної динаміки показника рівня щастя для України - порівняння показника за 2018-2020 рр. проти показника 2010-2012 рр. Враховуючи останні дослідження в галузі поведінкової економіки, вказується на можливість підвищення величини рівня щастя шляхом забезпечення економічного зростання – підвищення рівня доходу в суспільстві до певного рівня здатне сприяти підвищенню рівня щастя для населення. Враховуючи необхідність економічного зростання, а також невтішні показники даного явища у попередні роки, стверджується необхідність у зміні підходів до його забезпечення. Зокрема, одним зі шляхів стимулювання економічного зростання, що пропонується до використання (враховуючи реформу децентралізації в Україні) є використання концепції «Місцевого економічного розвитку» щодо управління економічним розвитком громади. Відповідно до ключових положень даної концепції, авторами запропонована авторська модель управлінської системи у громадах, в якій визначено об’єкт та суб’єкт управління, а також їхні ролі в даній системі, та ключові методи та засоби впливу на забезпечення досягнення швидкого економічного зростання.

The article examines the reasons for the negative dynamics of the happiness level for Ukraine - a comparison of the indicator for 2018-2020 against the indicator of 2010-2012. Given recent research in the field of behavioral economics, the possibility of increasing happiness by ensuring economic growth - increasing income in society to a certain level can help increase the level of happiness for the population was indicated. Given the need for economic growth, as well as disappointing indicators of this phenomenon in previous years, the need to change approaches to its provision is stated. In particular, one of the ways to stimulate economic growth proposed for use (taking into account the decentralization reform in Ukraine) is to use the concept of «Local Economic Development» to manage the economic development of the community. In accordance with the key provisions of this concept, the authors propose an author’s model of management system in communities, which defines the object and subject of management, as well as their roles in this system, and key methods and means of influencing rapid economic growth. At the heart of this model is a multi-stakeholder development process that encourages partnerships between key private and public partners in a given area and facilitates the joint development and implementation of a single development strategy through the use of local resources and relative benefits in a global context. in order to create decent jobs and stimulate economic activity. That is why it is extremely important for local governments to form a system of economic development management in which all objects will interact with each other on the most favorable terms for themselves and for the community as a whole. In any case, the key role in the process of managing the economic development of the community in the implementation of the concept of LED should be played by the local government. This is due to the fact that only the local government has at its disposal those methods and mechanisms that can stimulate the activities of other objects of our analyzed management system in the right direction. Such methods are: tax benefits; organization of education and trainings; community promotion at the international level; use of public procurement to support local producers and economic activity; formation of the educational environment for the development of certain areas in the future (IT, construction, manufacturing, etc.); implementation of joint projects with NGOs, etc. Authors believe that these and other mechanisms will ensure the development of communities, as well as - will contribute to the sustainable development of society as a whole.
