Науковий базис регулювання розподілу доходів у суспільстві

Abstract

Метою статті є висвітлення існуючих теоретичних основ, на яких ґрунтована політика державного регулювання розподілу доходів у суспільстві, та обґрунтування оптимального наукового базису цього процесу на майбутні періоди з урахуванням сучасної соціально-економічної ситуації в Україні. Дослідження проведене з використанням методів наукової абстракції, індукції та дедукції, аналізу і синтезу (при дослідженні та систематизації теорій розподілу доходів), логіко-історичного методу (при висвітленні теорій регулювання розподілу доходів в історичному ракурсі). При обґрунтуванні оптимального наукового підґрунтя регулювання розподілу доходів у суспільстві застосовано методи теоретичного узагальнення та систематизації. У статті представлено історичний розвиток теорій розподілу доходів відповідно до їх сутності та авторів. Охарактеризовано зміст, економічну суть та значення окремих теорій в регулюванні розподілу доходів у суспільстві. Висвітлено сутність концепції Нового прагматизму та її переваги на теперішньому етапі соціально-економічного розвитку суспільства. Практична значимість даної роботи полягає у тому, що висновки автора про необхідність синергії ринку і державного втручання можуть стати науковим базисом для подальшого регулювання розподілу доходів у державі.

The aim of the article is to highlight the existing theoretical foundations on which the policy of state regulation of income distribution in society is based, and to substantiate the optimal scientific basis of this process for future periods, taking into account the current socio-economic situation in Ukraine. The study was conducted using methods of scientific abstraction, induction and deduction, analysis and synthesis (in the study and systematization of income distribution theories), logical-historical method (in clarifying theories of income distribution regulation in historical perspective). The for methods of theoretical generalization and systematization are used substantiating the optimal scientific basis for regulating the distribution of income in society. The article presents the historical development of theories of income distribution in accordance with their essence and authors. The content, economic essence and significance of certain theories in the regulation of income distribution in society are described. The essence of the theory of factor income is revealed and the contribution of individual scientists is presented. The contribution of the marginalist concept of factor income distribution in the scientific thought of income distribution regulation is highlighted. Scientific views on state regulation of income redistribution in society through fiscal, economic and social policy are described. Particular attention is paid to the concepts of distribution, which provide for the participation of the state in the redistribution of national income. The role of social approaches in the theory of income distribution in society is revealed. It is established that modern theories of income distribution in society are based on the institutional approach related to the operation of institutions, mechanisms and economic behavior of individuals. The essence of the concept of New pragmatism and its advantages at the current stage of socio-economic development of society are highlighted. The scientific novelty of the article is the grouping of scientific opinion on the researched issues by individual theories and approaches, rather than by the views of a particular school of economics. It is also proposed to apply the approach that combines the tools of market economy and state regulation in the process of regulating the distribution of income in society, in contrast to the concepts that minimize the role of the state in the economy and the concepts of state regulation of the economy. The practical significance of this work is that the author’s conclusions about the need for the synergy of the market and government intervention can become a scientific basis for further regulation of income distribution in the state.
