Стратегічні вектори економічного розвитку країни у післявоєнний час

Abstract

Метою дослідження є визначення стратегічних векторів економічного розвитку країни у післявоєнний час і місця та ролі армії у цьому розвитку. Встановлено, що у сфері фінансування ЗСУ акцент робиться на живу силу, технічне оснащення та отримання допомоги від країн-партнерів, що не гарантує загальної військової потужності. Україна потребує кардинальної зміни стратегії власного захисту, яка повинна базуватися на інноваційному оновленні оборонного комплексу із подальшою конверсією та трансфером технологій. Обґрунтовано доцільність вивчення досвіду розвитку економіки й армії Ізраїлю з погляду схожості проблеми безпеки. Практична цінність дослідження полягає у визначенні першорядних векторів стратегії післявоєнного розвитку країни, зокрема: домінування за якісними показниками; конверсія і трансфер технологій з військової сфери у суспільно-економічні сфери; розвиток інтелектуального потенціалу й системи підготовки кадрів; раннє попередження конфлікту; формування інвестиційно-привабливих секторів економіки, заснованих на технологічному домінуванні; розвинення оптимальних моделей партнерських відносин.

The aim of the study is to form strategic vectors of economic development of the country in the postwar period and to determine the place and role of the army in this development. To achieve this goal, a number of general scientific methods of cognition were used, in particular dialectical cognition, morphological analysis, scientific abstraction, etc. It is established that today in the field of army financing the emphasis is on manpower, technical equipment and assistance from partner countries. The analysis of statistical data allows us to state that the number of manpower and equipment does not guarantee the total military capacity, so for the effective development of the armed forces the emphasis should be on technological and innovative advantages, improving quality, hall efficiency, sustainable partnerships and more. Ukraine needs a radical change in its self-defense strategy, which should include an economic component aimed at initiating innovative renewal and development of the defense complex. In turn, the innovative development of the army can become a locomotive of innovative development of the economy as a whole. An example of successful implementation of such a strategy is Israel, the expediency of which is based on certain analogies in the current state of security, namely: significant numerical advantage of opponents, relative lack of strategic depth, permanent regional instability, the need to rely on their own strength. The practical value of the study is to determine the primary vectors of the strategy of further postwar development, they include: dominance in qualitative indicators; conversion and transfer of technologies from the military sphere to the socio-economic and industrial life of the country; development of intellectual potential and improvement of the training system, early prevention of conflict or local incident; formation of investment-attractive sectors of the economy based on technological dominance obtained as a result of technology transfer; finding and developing optimal models of partnership in order to accelerate the post-war reconstruction of the country. In further research it is planned to conduct research in the direction of forming a roadmap for the implementation of the proposed vectors of development.
