Актуальні програми транскордонного співробітництва для євроінтеграційного курсу територіальних громад України

Abstract

У статті досліджено актуальні напрямки транскордонного співробітництва українських територіальних громад з країнами-членами Європейського Союзу. Предметом дослідження є програми транскордонного співробітництва для євроінтеграційного курсу територіальних громад України. Метою статті є дослідження актуальних програм транскордонного співробітництва з країнами-членами Європейського Союзу, які на даному етапі історичного розвитку визначають можливості та пріоритети транскордонного співробітництва територіальних громад України у напрямку європейської інтеграції. Методологія дослідження передбачає використання методів емпіричного дослідження (спостереження, порівняння), методів теоретичного дослідження (сходження від абстрактного до конкретного), загальнонаукових методів (абстрагування й конкретизація, аналіз та синтез, індукція та дедукція, аналогія) та ін. Актуальність вирішення наукової проблеми, що визначена у статті, полягає в тому, що транскордонне співробітництво виступає механізмом для запровадження європейської інтеграції територіальних громад. Зближення дозволить підвищити ефективність розвитку територіальних громад з метою поглиблення економічних зв’язків і реалізації спільних інтересів. Результати дослідження наступні: розглянуто сутність транскордонного співробітництва як інструменту згуртування країн ЄС; проаналізовано програми та проєкти, які є доступними для транскордонного співробітництва українських громад з регіонами ЄС; визначено, що у пріоритетах цих програм поставлено актуальні питання щодо екологічного, економічного та суспільного розвитку; запропоновано розробити базу даних, яка буде містити всю необхідну актуальну інформацію про можливості транскордонного співробітництва. Оригінальність і практична цінність дослідження полягає в тому, що у статті систематизовано наявні напрямки транскордонного співробітництва українських територіальних громад з країнами-членами Європейського Союзу. Висновки дослідження наступні: показано, що ініціатива проєктів по програмам транскордонного співробітництва має належати самим територіальним громадам. Для цього важливо підвищити інституціональну спроможність громад, що передбачає вміння шукати та аналізувати інформацію про наявні можливості розвитку, розробляти проєкти, формулювати пропозиції та налагоджувати зв’язки. Результати проведеного дослідження можуть бути корисними для територіальних громад, громадських організацій, представників академічних кіл та ін.

The current directions of cross-border cooperation between Ukrainian territorial communities and member countries of the European Union are investigated in the article. The subject of the research is the cross-border cooperation programs which are available for the territorial communities of Ukraine for the European integration course. The purpose of the article is to study the current programs of cross-border cooperation with the member countries of the European Union, which at this stage of historical development determine the possibilities and priorities of cross-border cooperation of Ukrainian territorial communities in the European integration course. The research methodology involves the use of empirical research methods (observation, comparison), theoretical research methods (ascent from the abstract to the concrete), general scientific methods (abstraction and concretization, analysis and synthesis, induction and deduction, analogy), etc. The relevance the scientific problem, which is defined in the article, lies in the fact that cross-border cooperation is a mechanism for implementing the course towards European integration of Ukrainian territorial communities. Such convergence will make it possible to increase the effectiveness of the development of territorial communities in order to deepen economic ties and advance common interests. The results of the study are as follows: the essence of cross-border cooperation as a tool for cohesion in the EU countries is considered; programs and projects available for cross-border cooperation of Ukrainian territorial communities with EU regions have been analyzed; it was determined that the priorities of these programs include topical issues of environmental protection, economic and social development; it was proposed to develop a database with all the necessary up-to-date information on the possibilities of cross-border cooperation. The originality and practical value of the study lies in the fact that the existing areas of cross-border cooperation of Ukrainian territorial communities with the member countries of the European Union have been systematized. Conclusions of the study: it is highlighted that the initiative to create projects under cross-border cooperation programs belongs to the territorial communities themselves. In order to provide this ability, it is important to increase the institutional capacity of communities, which includes the ability to search for and analyze information about existing development opportunities, develop projects, formulate proposals and build relationships with people from different areas. The results of the study can be useful for territorial communities, public organizations, members of the academic community etc.
