Стан та перспективи співробітництва територіальних громад

Abstract

Одеський національний економічний університет м. Одеса, 2024 рік. Кваліфікаційна робота складається з трьох розділів. Об’єкт дослідження - дослідити теоретичні, методологічні та прикладні аспекти співробітництва територіальних громад та визначити перспективи його розвитку У роботі розглядаються теоретичні основи співробітництва територіальних громад: сутність співробітництва територіальних громад в Україні, правові форми та види співпраці громад, чинне законодавство з регулювання співробітництва, а також організація співробітництва територіальних громад. Проаналізовано нормативно-правове забезпечення співробітництва територіальних громад в Україні, сучасний стан його розвитку, проблеми запровадження механізму співробітництва і надані шляхи їх подолання. Розроблено спільний проект створення мобільного Центру надання адміністративних послуг як приклад удосконалення ММС в Україні.The thesis consists of three chapters. The object of the research is to track the theoretical, methodological and applied aspects of the modernization of territorial communities and to identify the prospects for its development. The paper examines the theoretical foundations of territorial community cooperation: the essence of territorial community cooperation in Ukraine, legal forms and types of community cooperation, current legislation on cooperation regulation, as well as the organization of territorial community cooperation. The regulatory and legal provision of cooperation between territorial communities in Ukraine, the current state of its development, the problems of implementing the cooperation mechanism and ways to overcome them are analyzed. A joint project for the creation of a mobile Center for provision of administrative services was developed as an example of the improvement of the MMC in Ukraine.
