Специфіка здійснення експортно-імпортних операцій у сфері агропромислового сектору в умовах дії воєнного стану

Abstract

Метою статті є дослідження специфіки здійснення експортно-імпортних операцій в агропромисловому секторі України та аналіз динаміки показників експорту та імпорту української агропродукції в умовах дії воєнного стану. У процесі дослідження було використано такі загальнонаукові методи дослідження як: аналіз та синтез, порівняння та абстрагування, дедукція та індукція. Досліджено основні проблеми експорту агропродукції в умовах блокади морських портів, порушення та розриву існуючих логістичних маршрутів постачання, значного подорожчання транспортних витрат. Проаналізовано нормативно-правові документи, що регулюють порядок здійснення експортно імпортних операцій з агропродукцією в умовах дії воєнного стану. Також проаналізовано основні напрямки зовнішньої торгівлі продукцією АПК, зокрема зерновими культурами. Зазначено перспективи розвитку експорту агропродукції в умовах війни з врахуванням обмежених економічних та організаційних ресурсів.

The article examines the specifics of export-import operations in the agricultural sector of Ukraine and analyzes the dynamics of exports and imports of Ukrainian agricultural products under martial law. During the research, the author used such general scientific research methods as: analysis and synthesis, comparison and abstraction, deduction and induction. The main problems of the export of agricultural products in the conditions of blockade of sea ports, disruption and disruption of existing logistics supply routes, significant increase in transport costs have been studied. Thus, due to the blocking of Ukrainian seaports by the Russian Federation, our state could not export agricultural products by sea until August 1, 2022. About 22 million tons of the grain harvest remained in warehouses in the ports and were not delivered to the final consumers in the stipulated time. The lack ofopportunity to sell agricultural products on the world market led to direct losses for Ukrainian farmers and the domestic economy as a whole, as well as the failure to receive billions of dollars in export revenue, which is one of the main sources of income for the state budget of Ukraine.. That is why unblocking seaports has become the main task for Ukrainian diplomats. The regulatory and legal documents regulating the procedure for carrying out export-import operations with agricultural products in the conditions of martial law were analyzed. Thus, the Cabinet of Ministers of Ukraine approved the resolution "On banning the export of goods from Ukraine to the customs territory of the Russian Federation". This decision became one of the levers of economic pressure and response to aggression and is now fixed at the legislative level, although in fact exports were stopped from the very beginning of the war. The article also analyzes the main directions of foreign trade in agricultural products, in particular, grain crops. The prospects for the development of export of agricultural products in the conditions of war, taking into account limited economic and organizational resources, are indicated.
