Інституційно-правове та фінансово-економічне забезпечення соціальної безпеки людини в умовах війни

Abstract

Розкрито сутність та зміст інституційно-правового забезпечення соціальної безпеки людини, особливості соціальної безпеки людини в умовах війни. Визначено, що система соціального захисту в Україні є диференційованою, складається з трьох рівнів, домінує її пасивна форма, а нормативно-правова база щодо забезпечення соціальної безпеки населення розподілена на шість груп та є розпорошеною. Чинне законодавство є неефективним і має переважно декларативний характер. Фінансове забезпечення соціального захисту громадян має багатоканальну структуру. Проаналізовано динаміку частки видатків зведеного бюджету України на соціальний захист та соціальне забезпечення у ВВП. У дослідженні використано системний підхід, табличний метод, а також методи групування, структурного аналізу та логічного узагальнення для обґрунтування інституційно-правового та фінансово-економічного забезпечення соціальної безпеки людини в умовах війни. Обґрунтовано, що на фінансову складову соціального захисту населення негативно впливає недосконалість нормативно-правової бази. Відповідно, фінансування соціального захисту населення в Україні супроводжується низкою глибинних проблем та недоліків, що пов'язано із зростанням кількості різноманітних соціальних допомог та пільг на фоні появи нових форм соціальних ризиків та посилення маргіналізації. Належне функціонування системи соціального захисту та підтримка постраждалих від війни осіб залишається одним із викликів для України в умовах російської агресії.

The essence and content of the institutional and legal provision of social security of a person is revealed, the peculiarities of social security of a person in the conditions of war are investigated, the assistance provided by volunteers, internationalorganizations and European states is considered. It was determined that the system of social protection in Ukraine is differentiated, consists of three levels, its passive form dominates, and the legal framework for ensuring the social security of the population is divided into six groups and is scattered, therefore the current legislation is ineffective and has a mainly declarative nature. Financial provision of social protection of citizens has a multi-channel structure. The dynamics of the share of expenditures of the consolidated budget of Ukraine on social protection and social security in the GDP were analyzed. The research used a systematic approach, the method of structural analysis, grouping and tabular method, logical generalization to justify the institutional-legal and financial-economic provision of human social security in war conditions. It is substantiated that the financial component of social protection of the population is negatively affected by the imperfection of the regulatory and legal framework. Accordingly, the financing of social protection of the population in Ukraine is accompanied by a number of deep problems and shortcomings, which is connected with the increase in the number of various social benefits and benefits against the background of the emergence of new forms of social risks and increased marginalization. The proper functioning of the social protection system and the support of war-affected persons remains one of the challenges for Ukraine in the extraordinary conditions.
