Особливості рішень в системі публічного управління

Abstract

Становлення державності в Україні вимагає якісного удосконалення системи публічного управління та адміністрування. А результативність роботи системи публічного управління визначається її здатністю своєчасно розробляти, приймати та реалізовувати якісні державно-управлінські рішення. Розробка та прийняття управлінських рішень здійснюється у багатьох сферах людської діяльності, що об’єднує зміст терміну «прийняття управлінського рішення» та алгоритм дії при його формуванні. Водночас, кожна сфера діяльності визначає власні особливості та умови прийняття управлінських рішень. Оскільки прийняті рішення в публічному управлінні стосуються інших людей і в багатьох випадках організації в цілому, розуміння природи і суті цього процесу дуже важливо для досягнення успіху в галузі управління. В публічному управлінні метою управлінського рішення, як і в будь-якій сфері діяльності, є забезпечення регулюючого впливу на об’єкт управління задля досягнення мети організації чи установи. Саме через те, що від якості управлінських рішень залежить досягнення мети діяльності організації чи установи, їх формування та вибір повинні відбуватися на основі наукового підходу

The formation of statehood in Ukraine requires qualitative improvement of the system of public management and administration. And the effectiveness of the public management system is determined by its ability to timely develop, adopt and implement high-quality public management decisions. The development and adoption of managerial decisions is carried out in many spheres of human activity, which combines the meaning of the term "making a managerial decision" and the algorithm of action during its formation. At the same time, each field of activity determines its own characteristics and conditions for making managerial decisions. Since the decisions made in public administration affect other people and in many cases the organization as a whole, understanding the nature and essence of this process is very important for achieving success in the field of management. In public management, the goal of a management decision, as in any field of activity, is to ensure regulatory influence on the object of management in order to achieve the goal of the organization or institution.
