Аналіз та оцінювання практичних засад реалізації державної політики у сфері соціального захисту населення м. Кривий Ріг

Abstract

У статті розглянуто основні засади системи соціального захисту та соціальної підтримки міського населення; називаються чинні нормативно-правові акти в сфері соціального захисту населення для можливості забезпечення призначення та виплати пенсій, державних соціальних допомог та компенсацій населенню в умовах воєнного стану. Охарактеризовано основні муніципальні проєкти м. Кривий Ріг, що фінансуються з міського бюджету; проаналізовано стан фінансування програми соціальної підтримки населення у м. Кривий Ріг. Окремо здійснено аналіз динаміки зміни кількості одержувачів державних соціальних допомог та компенсацій за категоріями у м. Кривий Ріг, а також аналіз динаміки зміни кількості наданих соціальних послуг вдома та у відділеннях установ соціальної сфери на Криворіжжі. Особливу увагу звернено на динаміку зміни кількості наданих соціальних послуг за напрямами у відділеннях установ соціальної сфери у м. Кривий Ріг. Також в статті проведено аналіз динаміки зміни кількості отримувачів соціальних послуг в установах соціальної сфери, у тому числі за віком, статтю та сімейним станом. Доведено, що соціальний захист в м. Кривий Ріг забезпечується за рахунок коштів бюджету Криворізької міської територіальної громади шляхом надання матеріальних допомог різним верствам населення.

The article examines the main principles of the system of social protection and social support of the urban population; they are called current legal acts in the field of social protection of the population for the possibility of ensuring the appointment and payment of pensions, state social benefits and compensations to the population in conditions of martial law. The main municipal projects of the city of Kryvyi Rih financed from the city budget are characterized; the state of financing of the program of social support of the population in the city of Kryvyi Rih was analyzed. A separate analysis of the dynamics of changes in the number of recipients of state social benefits and compensations by category in the city of Kryvyi Rih, as well as an analysis of the dynamics of changes in the number of social services provided at home and in branches of social institutions in Kryvyi Rih, was carried out separately. Particular attention is paid to the dynamics of changes in the number of provided social services by direction in branches of social sphere institutions in the city of Kryvyi Rih. The article also analyzes the dynamics of changes in the number of recipients of social services in institutions of the social sphere, including by age, gender, and marital status. It has been proven that social protection in the city of Kryvyi Rih is provided at the expense of the budget of the Kryvyi Rih urban territorial community through the provision of material assistance to various sections of the population.
